following actions within seven (7) days of receipt of this IE Bulletin:

l 1.

Submit a report on the extent to which SOR Model 102 or 103 (SOR 102/103) differential pressure switches are installed (or planned) l as electrical equipment important to safety, as defined in 10 CFR 50.49(b).

Include in the report: the model number of the switch, the system in which it is installed (e.g., low pressure safety injection), the application of the switch (e.g., water level

measurement, system flow measurement), and the function of the switch (e.g., control of minimum flow recirculation valve). A l

negative report, if appropriate, is required.

Other actions are specified in this IE Bulletin for Licensees that have SOR 102/103 differential pressure switches installed in systems that are subject to Limiting Conditions for Operation in Technical Specifications.

Provided as an enclosure to this letter is the SCE response to l

Action 1, a report on the extent to which SOR 102/103 differential pressure switches are installed as electrical equipment important to safety.

In summary, based upon a thorough search of documentation and field walkdowns, it has been determined that the only such switches presently existing are in portions of the San Onofre Units 2 and 3 diesel generator fuel oil and lube oil systems which are not subject to Limiting Conditions for Operation in Technical Specifications.

Therefore, because the remaining actions specified in this bulletin are not applicable to San Onofre, no further response to this IE Bulletin 86-02 will be provided by SCE to the NRC.

Mr. J. B. Martin It is not planned to use these SOR 102/103 differential pressure switches for quality affecting applications at San Onofre in the future.

Therefore, to provide assurance that SOR 102/103 differential pressure switches are not used in the future in other than the current application, these switches are being entered on the Control of Problem Equipment (C0FE)

Program master list. A search of this COPE listing is made for all quality affecting, including safety related, equipment purchase orders.

If these switches should be determined to be on a purchase order, the purchase order will be rejected or specific control will be implemented to assure the switch would only be used in the present application.

RESPONSE TO IE BULLETIN 86-02. ACTION Static "0" Rinq Oifferential Pressure Switches San Onofre Nuclear Generating Station Units 1, 2 and 3 The purpose of this bulletin was to request pressurized water reactor (PWR) licensees to determine whether or not Series 102 or 103 differential pressure switches supplied by SOR, Incorporated have been used in important to safety applications.

For those licensees utilizing the subject switches in Technical Specification systems, certain actions need to be accomplished in seven (7),

thirty (30) and sixty (60) days, respectively.

SCE response to the requested l

action is provided below.

Action Required for all Licensees:

1.

Within 7 days, submit a report on the extent to which SOR Model 102 or 103 differential pressure switches are installed (or planned) as electrical equipment important to safety, as defined in 10 CFR 50.49(b).

Include in the report:

the model number of the switch, the system in which it is installed (e.g., low pressure safety injection), the application of the switch (e.g., water level measurenent, system flow measurement), and the function of the switch (e.g., control of the minimum flow recirculation valve). A negative report, if appropriate, is required.

Response for Unit 1:

Based on a review of all SONGS information systems by Instrumentation and Control personnel and cognizant engineers, and field inspections, SOR model 102 or 103 differential pressure switches are not utilized nor planned to be used at Unit 1 as part of safety related equipment.

This review satisfies the action required by this item and no further response is necessary for this bulletin.

Response for Units 2 and 3:

i As a result of the reviews conducted on Units 2 and 3 equipment important to safety, no Model 102 switches were found, and SOR Model 103 differential pressure switches were found on the Emergency Diesel Generator Fuel Oil and Lube Oil systems.

However, the SOR Model 103 switches are not subject to Limiting Conditions for Operation of the Technical Specifications. Their function is to alarm local and control room panels that the fuel oil or lube oil duplex filters have exceeded their allowable differential pressures and flow has been bypassed around the filters by the system relief valves.

For the fuel oil system, the discharge of the engine-driven fuel pumps is bypassed around the duplex filters by the system relief valve, should the filters develop high differential pressure.

Thus, the diesel engines would

, continue to operate. With respect to the lube oil system, the flow is also bypassed around the duplex filters by the system relief valves which prevents interruption of oil to the main lube oil and piston cooling pumps. Again, diesel engine operation is not affected.

The Unit 2 SOR switches have received one calibration during a refueling outage since installation in 1985, and data does not indicate any drift or difficulties with the switches, especial.ly in this low pressure application.

The following summarizes the design information associated with the SOR Model 103 differential pressure switches used at Units 2 and 3.

Four (4) Diesel Engines per Unit, 2 Units - for a total of 16 SOR Model 103 SOR d.ifferential pressure switches.

ADDlication: Differential pressure on fuel Oil and Lube Oil Duplex filters l

Function:

Alarm Local and Control Room panels that duplex filters have l

exceeded their maximum differential pressure and flow has been bypassed around them by system relief valves.

Based on the review of the subject differential pressure switch usage and calibration data, no further action is considered necessary. However, to ensure Model 102 or 103 SOR switches are not inadvertently used in other applications without proper engineering and safety reviews, SCE plans to add the SOR Model 102 and 103 switches to the SONGS Control of Problem Equipment list.
