Beaver Valley Power Station Unit No. 2 Docket No. 50-412 Plant Readiness for Fuel Loading Gentlemen:
Duquesne Light Company (DLC) is nearing completion of the design, construction and testing of the Beaver Valley Unit No. 2.
These activities have been or will be completed in accordance with representation and descrip-tion as contained in the Final Safety Analysis Report and supporting documents.
We have completed a detailed assessment of the status of the work activ-ities necessary to support fuel load and low power testing.
The results of this effort indicate that the design, construction, testing, maintenance and operation efforts or procedures are complete to the extent necessary to support initial fuel load.
By separate letters we have attested to the completeness of the following documentation:
1.
Environmental Qualification of Electrical Equipment 2.
Seismic and Dynamic Qualification of Safety-Related Equipment 3.
Engineering / Design Confirmation The accuracy of the Technical Specifications will be certified by separate letter upon our receipt, review and agreement with the information in the final copy provided by your reviewers.
Consistent with the practices of other recent licensees, certain construction, preoperational testing and post-test review will be completed af ter fuel load but prior to 5% power operation.

Basis for Acceptability With current weather conditions, adequate freeze protection exists by recirculating RWST fluid.
Conoletion Schedule Retesting will be performed after resolution deficiencies and prior to entering Mode 2.
