Special Report on Inoperability of Fire Barrier The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1 Technical Specification 2.19, " Fire Protection System".

Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be functional (intact). With a penetration fire barrier nonfunctional, within one hour, either establish a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol. Restore the nonfunctional penetration to functional status within seven days, or prepare and submit within an additional 30 days a report to the Nuclear Regulatory Commission pursuant to Technical Specification 5.9.3.

On April 6, 1987, door 1011-1, the # ire door separating fire area 32 from the  ;

turbine building, was removed as directed by Maintenance Order 871687 and sent off-site to be prepared for an upgraded lockset and high security lock cylinder. This upgrade was performed in anticipation of modificatio1 FC-86-117, " Security Barrier at Compressor Room". An hourly firewatch patrol was initiated for the affected areas within one hour of removing the door after verifying the operability of fire detectors. After replacing the door frame and reinstalling the door, it was discovered that the door did not properly fit the new frame. The door supplier recommended modifying the door. It was again sent off-site for repair and was not returned until April 27, 1987. q Mr. Robert D. Martin LIC-87-298 Page Two and the firewatch terminated. This exceeded the seven-day limit specified in Technical Specification 2.19(7). This report is being issued within the 30-day limit specified in-Technical Specification 2.19(7); no further action is required.
