Operating License No. DPR-50 Docket No. 50-289 10 CFR 50 Appendix R Clarification of Compliance This letter confirms discussions during the meeting held on November 13, 1986 between GPU Nuclear and the NRC, regarding the following changes to the TMI-l Appendix R compliance effort.
1.
Fire Zone AB-FZ-5 (Auxiliary Building - General Area)-EL-281'- 0" In Revision 7 of the TMI-l FHAR, GPUN requested an exemption from the requirements of Section III.G.2 of 10 CFR 50 Appendix R.
This exemption was required based on the GPUN plans to replace control cables for valves MU-V-37 and DH-V-6B with Rockbestos Firezone R cables routed in specially designed high temperature conduits. The modifications were discussed in Section 1.2.2.g, Section 3.2.7 and Attachment 3-1 of the FHAR. The exemption request is discussed in the AB-FZ-5 portion of section 3.la.3.3.
GPUN is withdrawing the exemption request for use of Rockbestos Firezone R cable in AB-FZ-5.
The control cables for MU-V-37 and DH-V-6B will be rerouted using conventional cables in conventional conduit and protected in AB-FZ-5 with a 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> rated fire barrier, in accordance with previously approved configuration for use of a 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> rated fire barrier.
The FHAR will be revised accordingly.

Engineered Safeguards Actuation System (ESAS) Interface with the Remote Shutdown System - Supplemental Information The ESAS monitors parameters to detect loss of integrity in the Reactor Coolant System pressure boundary and initiates operation of the high and low pressure injection systems, the Reactor Building isolation, the Reactor Building Spray and the Reactor Buildingeling.
In addition, the signal is used to start the Emergency Diesel Generators and to control 8611250524 861120 Mof PDR ADOCK 05000289 F

5211-86-2199 November 20, 1986 load sequencing. A detailed description of the ESAS is provided in Section 7.1.3 (pages 7.1-16 through 7.1-25) of the TMI-l FSAR. For a fire in CB-FA-3c where the ES cabinets are located, the ES system may spuriously initiate the operation of shutdown components.
ESAS actuation "B" outputs will be isolated by the remote shutdown isolation transfer switches and the affected components could be selected to a particular operational state independent of the affects of the ESAS.
In response to spurious actuation of ESAS actuation "A" outputs that could cause High Pressure Irdection, Low Pressure Injection or Reactor Building Isolation, the power to those system components will be deenergized. This discussion summarizes SDD-T1-614 Division II.

Revised response to NRC Generic Letter 81-12 GPUN letter to NRC dated July 22, 1986 (5211-86-2124) Attachment I, Item a, stated that a revised description of compliance to Generic Letter 81-12 would be provided prior to the Appendix R audit. We are unable to complete the revised description of compliance prior to the audit due to the focus of resources on the detailed engineering for Appendix R.
GPUN will submit a revised description of compliance to NRC Generic Letter 81-12 by February 1,1987.
