Gentlemen:

During our inspections that were conducted between January 14 and April 2,1986,

abandoned drilled anchor bolt holes were found behind pipe support baseplates.

Our letter dated April 30, 1986, with enclosed NRC Inspection Report No.

50-346/86004, requested that you provide us a proposed plan of action

to assure that this is not a generic problem.

As a result of your initial response to our request (Serial No.1-644, dated

June 18, 1986) we met with your staff and discussed the need for additional

inspections and the methodology and evaluation criteria that could be used in

a sample inspection.

We find the plan of action submitted in your letter dated November 10, 1986

(Serial No.1-679) to be acceptable. We plan to conduct followup reviews

during the course of your sample inspection.

We appreciate your attention in this matter.
