t NOTICE OF VIOLATION Consumers Power Company Docket No. 50-155 As a result of the inspection conducted on July 11 through September 23, 1986, and in accordance with the General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified.
10 CFR 50.54(q) states in part, "a licensee shall follow and maintain in effect emergency plans which meet the standards in 50.47 (b) of this part and the requirements in Appendix E of this part." )
The Big Rock Point Site Emergency Plan, Chapter 8, Section 9.8.1.2b, Communications Drills, states in part " communication with State and Local governments within the plume exposure pathway Emergency Planning Zone shall be tested monthly."
The Big Rock Point Site Emergency Plan Implementing Procedure 6J, Communication Tests, requires that for system failures or incorrect telephone numbers " corrections are made by Plant Nuclear Emergency planners or designate."
Contrary to the above, the licensee failed to complete the entire monthly communications test with Charlevoix County. Furthermore, corrective action was not taken following the incomplete March and April 1986 monthly tests.
This is a Severity Level IV violation (Supplement I).
Subsequently, the inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to this violation is required and we have no further questions concerning this matter.
