CLINTON: SAFETY EVALUATION ON COMPLIANCE WITH~ALTERATE R0D INJECTION SYSTEM REQUIREMENT OF ATWS RULE (10 CFR 50.62)

The ATWS Rule (10 CFR 50.62, " Requirements for Reduction of Risk from Anticipated Transients Without Scram (ATWS) Events for Light-Water-Cooled Nuclear Power Plants") requires improvements in the design and operation of commercial nuclear power facilities to reduce the likelihood of failure to shutdown the reactor following anticipated transients, and to mitigate the consequences of an ATWS event. The requirements for boiling water reactors are to install an alternate rod injection (ARI) system and a standby liquid control system (SLCS) and to trip the reactor coolant recirculating pumps automatically under conditions indicative of an ATWS.

In the Clinton Safety Evaluation Report (SER) Suppletaent No. 7 dated September 1986, the staff has concluded that the licensee's design for the SLCS was acceptable.

In SER Supplement No. 6 dated July 1986, the staff has concluded that the ATWS recirculation pump trip design was acceptable.

The enclosure contains the staff's Safety Evaluation of ARI which is based on your submittals dated October 16, 1985 and March 5, 1987. The staff has reviewed this information and concluded that the ARI design is in compliance with the ATWS Rule, and is therefore acceptable. As mentioned in Section 6 of the enclosure the staff is developing guidance for ARI Technical Specifications which will be provided at a later date.

Region III will verify installation and implementation and effectiveness of quality controls described in Generic Letter 85-06 for the design improvements required under the ATWS Rule to mitigate the consequences of an ATWS event.
