TRANSAMERICA DELAVAL, INC. (TDI) DIESEL ENGINE RELIABILITY AND OPERABILITY - SAN ONOFRE NUCLEAR GENERATING STATION UNIT 1 1
Enclosed is the staff's Safety Evaluation concerning the reliability and operability of the Transamerica Delaval Inc. Diesel Engines used as emergency power sources for San Onofre Unit 1.
Also enclosed is a Technical Evaluation Report (TER), prepared by staff consultants, on this subject. As discussed in the Safety Evaluation, the staff concludes that these diesel engines possess the necessary operability and reliability to fulfill their intended emergency power function, at least until the next refueling outage, subject to the following conditions:
1.
Southern California Edison Company (SCE) proposes Technical Specification changes to accomplish the following:
I a.
engine load shall not exceed 4500 kw S% for engine testing and emergency service requirements; and 7
b.
monthly surveillance testing will not include " fast starts, a
rather " slow starts." The refueling interval " fast start" test which simulates design basis service requirements should be a
retained.
2.
SCE impicments the reconinended changes to maintenance and surveillance provided in Section 4 of the TER. The revised maintenance and surveil-lance program should be submitted to the staff.
3.
The DG #1 torsiograph measurements and results are provided, confirming the maximum angular deflection and. crankshaft stresses (including ine oil holes) resulting from normal, fast and slow starting, coastdown and load ac::eptance and rejection.

SCE conunits to the following:
a.
to conduct cylinder block surveillance for cracks in the flange region if major disassembly is perfomed per Owners Group or SCE recommendations; b.
to upgrade cylinder heads on an approximately 25% basis at each refueling outage or extended reactor downtime; c.
to 1nodify its planned inspection of high-pressure fuel lines, at the next refueling outage, to provide 100% inspection to Owners Group specifications;.
d.
to conduct an inspection of front-end gears. and gear teeth and their support bearings on DG #1 as soon as practical and no later than at the next refueling outage; e.
to conduct an analysis of the response of the 12 components affected by the crankshafts torsional vibration to detemine what, if any, inspections might be required at the next refueling outage; and f.
to implement all relevant Owners Group reconinendations in a timely inanner.
5.
Provisions should be made in plant procedures to instruct operators to limit manual application of additional loads to those deemed necessary, during plant emergencies, for safe shutdown of the plant, without exceeding the overall short-term capability of the engines.

days of receipt of this letter. The remaining items should be done as soon as possible; your response to this letter with your schedule for completion is requested within 15 days.
