This refers to the routine safety inspection conducted by Mr. G. Napuda of this
office on March 30 - April 3,1987, of activities authorized by NRC License No.
DPR-59 at the James A. FitzPatrick Nuclear Power Plant, Lycoming, New York, to
the discussions of our findings held by Mr. G. Napuda with Mr. R. Converse at
the conclusion of the inspection, and to a subsequent telephone conversation
between Dr. P.
K. Eapen of this office and Mr. T. Hermann of your staff on
May 8, 1987.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
These
violations have been categorized by severity level in accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy).
You are required to respond to this
letter and in preparing your response, you should follow the instructions in
Appendix A.
With regard to your actions for control of Vendor Technical Manual Information
(discussed in Section 3.3 of the enclosed report), we believe that your current
1989-90 schedule for completion of the validation of the accuracy of such
information is not consistent with your responses to Generic Letter 83-28. You
are, therefore, requested to evaluate your planning in this regard and advise
this office in writing of your actions to expedite the validation process.
