BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SEISMIC QUALIFICATION OF B&W EQUIPMENT IN TVA FANELS - FINAL REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. W. Wright on November 24, 1980 in accordance with 10 CFR 50.55(e) as NCR BLN BLP 8011. This was followed by our interim reports dated December 23, 1980; April 23 and October 28, 1981; February 18, May 18, July 16, and September 24, 1982; February 7 and September 7,1983; June 28 and December 17, 1984; and July 2, and October 10, 1985.

Description of Deficiency A number of Babcock and Wilcox (B&W) supplied instruments are intended for installation on TVA's freestanding, open, local instrument panols.

Because of impreciso specifications in a TVA procurement document, the instrumentation listed below and supplied by B&W has not been seismically qualified to a responso spectra that is compatible with the response spectra for TVA local instrument panels.

Consequently, the responsibility for this deficiency is TVA's.

TT-10 Safety Implications As reported in our previous responses, the equipment in question was seismically tested to the higher "g" values of the correct response spectra.

The results showed that all equipment is soismically quallflod, except the N2BQ74221 and N2BQ86221 transmitters and the TT-10 operator station.

A contract was set up with Wyle Laboratory to retest the three devices. Wyle has submitted the test reports for the three retested devices.

The test results and a reanalysis incorporating the correct response spectra show that the retested devices are seismically qualified and suitable for service of that response spectra.

TVA has determined that the deficiency is attributable to a misinterpretation by th6 contractor of the seismic interface requirements caused by TVA's j

imprecise procurement specifications. However, we have established that the i

cited deficiency is an isolated occurrence limited to the cited devices.

Due to the isolated nature of the problem and the fact that all affected devices proved to be satisfactory for use as-is, TVA no longer considers this deficiency to be reportable under the provisions of 10 CFR 50.55(e).
