SUBJECT:
REGION IV CERTIFICATION OF TECHNICAL SPECIFICATIONS FOR RIVER BEND STATION This provides information on the Region IV review of the final draft Technical Specifications for River Bend.
It is forwarded as requested by your memorandum of July 26, 1985.
A Region IV team inspection of the River Bend final draft Technical Specifications was conducted from July 22 through July 26, 1985. The results of this inspection were that 29 items were identified as open. Our review indicates that none of these items should affect the recommendation for a fuel load license for River Bend. Twenty-four of the open items had been previously identified during the April 29 through May 3, 1985, inspection. The remaining 5 open items were identified during this Region IV review. These 29 open items and the closure of approximately 400 previously identified open items will be documented in Inspection Report 50-458/85-58.
Although our inspection of the final draft Technical Specifications was primarily directed toward the licensee's readiness to implement the Technical Specifications and the related procedures, Region IV included a review for obvious discrepancies between the Technical Specifications, the licensee's implementing procedures, and the Final Safety Analysis Report (through Amendment 21).
Region IV did not identify any significant problems during the review and comparison of the referenced documentation.
