Dear Mr. Keppler:

The above referenced I.E. Bulletin requested that Commonwealth Edison promptly determine whether or not any of its stations has a single-failure vulnerability in the minimum flow recirculation line of any emergency core cooling system (ECCS) pumps that could cause a failure of more than one ECCS train. We have completed our review of this issue as it applies to the Dresden, Quad Cities, Zion, LaSalle, Byron and Braidwood Stations and determined that the single-failure problem does not exist at any of our stations. Actions required of BWR plants in response to I.E.

Bulletin 86-01 have not been repeated, as directed, in this response.

We believe this report and the associated reviews fulfill the Bulletin requirements and no further action or response is required.

To the best of my knowledge and belief, the statements contained above are true and correct.

In some respect these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison employees, contractor employees, and consultants. Such information has been reviewed in accordance with company practice and I believe it to be reliable.
