" Licensing of Nuclear Power Plants Where State and/or Local Governments Decline To Cooperate In Offsite Emergency Planning," (52FR44, March 6, 1987).
- t We appreciate this opportunity to coment and offer the following for your 1
consideration.
SCE&G is of the opinion that a state or county should not be able to block the operation of a nuclear power plant of proven safe and reliable design through non-participation.
SCE&G cpines that the proposed rule could be implemented if the following li conditions can be assured:

The utility can effectively perform the duties and responsibilities that regulations require of state and local governments during emergency conditions.
2.
During emergency conditions, the state and local governments will endorse the authority of the utility to implement the actions set forth in approved plans.
b 3.
The utility will provide liaison personnel with extensive knowledge of-the emergency plans to each state and local agency that has a role in y
the plans should those agencies change their position during the l
i emergency.
