Dear Mr. Farrar:
SUBJECT:
ZION NUCLEAR POWER STATION, UNITS 1 AND 2 -- EMERGENCY RESPONSE CAPABILITY -- CONFORMANCE TO R.G. 1.97, REV. 2 By letter. dated August 1,1986, the Commonwealth Edison Company (CECO) provided detailed descriptions of conformance with Regulatory Guide 1.97, Rev.
2.
The staff, with technical assistance of Idaho National Engineering Laboratory, reviewed the information and concluded that CECO has provided an.
explicit commitment on conformance to R.G.1.97, with the exception of those items which CECO identified. The staff further concluded that the justification for exceptions to R.G.1.97 provided by CECO are acceptable, with exception of 22 items shown in the enclosed interim Technical Evaluation Report (TER).
We request that you review the interim TER and respond to the open items within 60 days. You should also comment whether the TER includes any incorrect assumptions or reflects a commitment which Ceco believes is beyond the intent of previous response.
The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, CMB clearance-is not required under PL 95-511.
Sincerely, 1
