ENCLOSURE 1 NOTICE OF VIOLATION Duke Power Company Docket Nos. 50-369, 50-370
~McGuire License Nos. NPF-9, NPF-17 During the ~ Nuclear Regulatory Commission (NRC) inspection conducted on March 21 - April 24,1987, a violation of NRC requirements was identified.
In accordance with the " General Statement af Policy and Procedure for.NRC Enforcement Actions," 10 CFR Part 2, Apgendix. C (1985), the violation is identified below:
Technical Specification 6.8.1 requires that written approved' procedures be-established, implemented and maintained covering the operation and maintenance of safety related plant equipment.
Operating Procedure OP-1-A-6250-02 " Auxiliary Feedwater System", enclosure 4.5 specifies the positions of valves 1 CA-153 and 1 CA-154 among others, to place the system in standby readiness.
Operating Procedure OP-0-A-6100-09 " Removal and Restoration of Station Equipment" controls the removal of station equipment from service when the removal of that equipment -is not covered by an established operating procedure.
The procedure also provides the operators with a status of all out of normal operating conditions by maintaining in the Control Room the procedure checklist until the equipment is returned to service.
Contrary to the above, on April 8,1987, the inspector identified that valves 1 CA-153 and 1 CA-154 were not in the positions specified by procedure OP-1-A-6250-02, nor was _there an-R&R controlling their misalignment.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Duke ~ Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in repl,y including (1) admission or denial of the violation, (2) the reason for the violation if -
admitted, (3) the corrective steps which have been _ taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response-time.
