This refers to the special safety inspection conducted by Mr. A. S. Gautam and other NRC representatives of this office on February 2-27, 1987, of activities at LaSalle County Station, Units 1 and 2, authorized by NRC License No. NPF-11 and NPF-18.
During this inspection, one significant deficiency was identified regarding the implementation of your Environmental Qualification (EQ) Program. This finding was classified as a Potential Enforcement / Unresolved Item in Inspection Reports No. 50-373/87003 and No. 50-374/87004 forwarded by our letter dated March 13, 1987.
In our letter, we stated that the NRC was reviewing this item in regard to possible future enforcement action. That review is now complete.
Based on our review of this matter, we have concluded that the identified deficiency was a violation of NRC requirements, as specified in the enclosed Notice. A written response is required.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the enclosed Notice of Violation, and your response to this letter will be placed in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
