Washington, D.C. 20555

Dear Commissioner:

I vehemently object to the NRC's proposed rule change to reduce the evacuation zone for the Seabrook Nuclear Power Plant from 10 miles to one mile. I am equally opposed to your proposed rule change which would eliminate state approval of evacuation plans and allow public utilities to submit evacuation plans for communities within the EPZ's of nuclear power plants, when state ~and local governments refuse to participate in such planning.

I additionally feel that the allegations of construction faults and the well-documented drug and alcohol abuse by construction workers mandate an immediate, independent investigation of the Seabrook plant.

Sincerely, N (
