97 :h !C. 1937 Commissioner Kenneth Carr The Nuclear Regulatory Commission 1717 H Street NU Uashington. DC 20555 Dear Commissioner Carrt I am deeply concerned.that the NRC is considering reducing j

t Seabrook St ation's emergency zone to one mile and reducing state input into evacuation planning.

j 1 know mary. many people share my opinion that neither of these actions is in the best interest of the public.

Of course either or both may expedite Seabrook's licensing, but I do not believe cutting NH Yankee's losses justifies risking public safety and trusts concerns about evacuation should be met head on, not circumvented by changing the rules.

The economic toll of a cancelled power plant cannot compare with the potential economic and human -- toll of the accident we are told to expect at least once in S+abrook's generat ing lifetime.

Instead of perceiving Governor Dukakis's intervention as

" sabotage." I ' nou it speaks directly to utde concern that this area is simply too denselv populated with inadequate roads or resources to succeed with any mass e.cdus.

I do not feel protected by 93.ernor Sununu's pact with the utility to develop plans -- nor uculd you if you listened to neu; daily of problent uith strens. v al ves. and accountability while you were stalled in normal traffic.

I f ear we ar e b+ing compromised to sals age a project that never should have been started or completed in its I

current l o c a t i o r..

I urge you to maintain the 10 mi le :ene and to retain states' i

right tc par t ;;1p ate in evacuation pl annini.

I urge vcu to listen to and personally investigate Goverrcr Dukakis's concerns about e v 3: u a t i c e-and recent health studies from the Three Mile l

Island.

I ask +ou to place more importar.ce on Dublic safety than i

on financial rn ifications to the utility.

We desperatelv need ecur objectivitv and comnon sense.

(In n>

2-year-o' d daught er's name, as ue 1).

I ask you to please err on l

the side of toc much protection and intervention than too little.
