This refers to the inspection conducted by Mr. J. B. Baird of'this office

-during'the period' April'6-10, 1987, of activities authorized by NRC Construction

Permits CPPR-128-and CPPR-129 for the South Texas Project, and_to the discussion-

of our findings'with you and other members of your staff-at the conclusion of

the inspection.

= Areas examined during t_he i_nspection inclu'ded the implementation of-the emergency

,  : plan and procedures'during the annual emergency response exercise. Within

these areas,1the inspection consisted of selective examination'of procedures

and representative records, interviews with personnel, and observations by the ,

NRC inspectors. The inspection findings.are documented in the enclosed inspection

The enclosed report identifies four observed deficiencies in your emergency

identified inspection findings: The status of these items'is identified in

procedures of the Office of Management and Budget as required by the Paperwork
