This refers to the inspection = conducted by Mr.-J. R. Boardman of this office

and one NRC consultant during the period April 6-10, 1987, of activities

authorized by NRC Operating License DPR-40 for the Fort Calhoun 5tation, and to

the ' discussion of our findings with you and other members of your staff at the

conclusion of the inspection.

~ Areas examined _during the inspection included the licensee maintenance program,

maintenance program implementation, electrical maintenance, and maintenance of

instrument and control systems. Within these areas, the inspection consisted

of selective examination of procedures and representative records, interviews

with personnel, and observations by the NRC inspector. The in;pection findings

are documented in the enclosed inspection report.

During this inspection, it was fcund that certain of your activities appeared

to be in violation of NRC requirements. As discussed in our telephone

conversation of May 8,1987, we have scheduled an enforcement conference in our

office at 8:30 a.m. on May 14, 1987, to discuss your understanding of these

" potential violations including generic implications for previously accomplished

work at Fort Calhoun Station,~and to discuss the unresolved items in report

Sections 3.b.3 and 3.e.6, the reasons for the occurrence, and your corrective

actions.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
