Acceptance of the maximum Local-to-Bulk Pool Temperature difference during Safety Relief Valve Discharge - La Salle County Station, Unit 1 In the la Salle Safety Evaluation Report, you agreed to utilize information from the safety relief valve test program to establish the maximum local-to-bulk suppression pool temperature difference during safety relief valve dis-charge. In addition, the test program was to establish the adequacy of the suppression pool temperature monitoring system to provide a conservative in-dication of bulk temperature. We have reviewed your final test report, dated September 1983, relating to the above two objectives. Our evaluation is en-closed as Enclosure 1 and is based on the Technical Evaluation Report perform-ed by our consultant from Brookhaven National Report enclosed as Enclosure 2.

We concluded that you have met the ob.iectives of the plant specific test by determining that: (a) a local-to-bulk pool temperature difference of 12 F is acceptable for use during plant transients within the design bases involving safety relief valve discharge in Mark Il plants that utilize the Mark II T-quenchers similar in design to those installed at the la Salle Unit 1; and (b) La Salle Unit 1 suppression pool temperature monitoring system is accept-able in terms of the number of sensors and their spatial arrangement. The acceptance criteria are contained in NUREG-0487, " Mark II Containment Lead Plant Program Load Evaluation and Acceptance Criteria," November 1978 and NUREG-0783, " Suppression Pool Temperature limits for BWR Containments,"

November 1981.

The la Salle Unit I suppression pool geometry and type of T quenchers are similar to those in the other Mark 11 containment plants (Limerick Unit 1 and 2, Nine Mile Point Unit 2, Shoreham, and Susquehanna Units 1 and 2). Therefore, the la Salle Unit I local-to-bulk temperature difference test results are appli-cable and acceptable for the other Mark II containment plants indicated above.
