SUBJECT:
FLORIDA POWER CORPORATION (FPC) QUALITY PROGRAM DECREASE IN COMMITMENT In correspondence to Region II dated May 30,1986,(3F0586-26) FPC requested to decrease their commitment to comply with Regulatory Guide 1.54, Quality Assurance Requirements for Protective Coatings Applied to Water-Cooled Nuclear Power Plants, Revision 0, and ANSI N101.4, Quality Assurance for Protective Coatings Applied to Nuclear Facilities.
Included in this correspondence was the proposed change to the Quality Program description.
Region II reviewed this proposed change and in correspondence to FPC dated July 25, 1986, concluded that the proposed change, as presented, did not contain sufficient information for reasonable review.
This correspondence also stated that unless additional information was provided the proposed change was denied.
FPC submitted additional information in correspondence to Region II dated September 5,1986 (3F0986-03).
This information was reviewed and additional questions were raised.
Region II performed an inspection relating to FPC's painting program from October 20 - 22, 1986. The results of this inspection are documented in NRC Inspection Report No. 50-302/86-36.
Based on this inspection, it is our understanding that additional information will be forwarded to the NRC Region II clarifying certain issues identified by the inspector.
Upon receiving this information, Region II and other NRC offices will evaluate FPC's paint program and determine its acceptability.
