TMI-1 STATUS REPORT FOR THE PERIOD OCTOBER 31 -
NOVEMBER 7, 1986 Enclosed is the TMI-1 weekly status report from the NRC Resident Office at TMI-1 for the subject period.
The NRC staff monitored plant shutdown and the commencement of outage activities.
TMI-1 status reports are intended to provide NRC management and the public with highlights from an NRC regulatory perspective of TMI-1 activities for the previous week.

ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD OCTOBER 31 - NOVEMBER 7, 1986 1.
Plant Status As of 8:00 a.m. on November 7,1986, TMI-1 was in cold shutdown on the 1A-Train of Decay Heat Removal with reactor coolant temperature at 105 F and 0 psig RCS pressure.

Facility Operations Summary The plant operated at reduced power (93 percent) until plant shutdown commenced at approximately 8:00 p.m. on October 31, 1986. On Saturday, November 1, 1986, the licensee continued to cool down the plant; and, on Sunday, November 1, 1986, at 3:00 a.m., the plant was in a cold shutdown condition.
During the cooldown evolution, the licensee completed several major i
surveillance tests that are normally completed during refueling outages.
These included full-flow testing of the high pressure and low pressure injection pumps, testing of check valves that isolate the reactor coolant system from connecting systems, and Engineered Safeguards Actuation System (ESAS) power transfer test that checks the ability of the emergency diesel generator to assume the maximum loads that would exist during emergency conditions with loss of off-site power.
Preliminary results indicate that all tests were accomplished satisfactorily.
No major problems occurred during the shutdown and cooldown evolution.

Items of Special Interest Emergency Preparedness Exercise On November 5,1986, a partial scale emergency exercise (with limited off-l site participation) was conducted beginning at 6:00 p.m. and ending at 11:30 p.m.
The exercise began with an ALERT (simulated loss of main plant annun-l ciators), c:calated to SITE AREA EMERGENCY (based on simulated radiation levels at site boundary) and a GENERAL EMERGENCY (based on simulated in-creasing projected off-site doses and degrading plant conditions).
An NRC Region I Emergency Preparedness Inspection Team observed and audited the licensee's drill. The purpose of the NRC inspection was to ensure that the licensee drill demonstrated the capability of the emergency preparedness program and procedures to satisfactorily protect the public health and safety during an emergency.
1 No significant deficiencies were identified.
The licensee demonstrated the ability to make appropriate, timely, protective action recommendations that would adequately protect the health and safety of the public.

2 Reactor Building Integrated Leakrate Test The licensee began raising the pressure in the Reactor Building (RB) on Tuesday, November 4,1986, for the containment integrated leakrate test (ILRT). On Wednesday morning, the R8 was pressurized to twelve (12) psig.
A team entered the building for a final inspection before pressurization to a test pressure of 50.6 psig. At the end of the report period, the test was in progress.
Results of the ILRT will be reviewed in next week's weekly status report.

TMI-1 Status Reports - Planned Shift to Biweekly Issuance The TMI-1 status report is a NRC Region I initiative and has been issued weekly for over a year.
These reports have, in NRC Region I view, served information needs of a variety of readers. As discussed in last week's report, NRC Region I believes the ongoing information needs can be served adequately through a report each two weeks. Region I plans to shift to a biweekly report beginning with the period November 14-28, 1986.
These biweekly reports will maintain the same level of detail and at least the same scope of information as the past weekly reports.

NRC Staff Activities During the Period During this report period, the NRC staff consisted of the senior resident inspector and three resident inspectors.
Two region-based inspectors were on site to conduct a review of the licensee's reactor building (containment) integrated leakrate test.
NRC Region I Emergency Preparedness Team, along with two resident inspectors, observed and reviewed the licensee's annual emergency exercise.
Further, during the plant transition from power operation to cold shutdown conditions, the TMI-1 Resident Office monitored activities on a 24-hour j
basis from 4:00 p.m., October 31, 1986, to 7:00 a.m., November 3, 1986.
