WASHINGTON NUCLEAR PROJECT N0. 2 - VOLCANIC ASH PROTECTION We have reviewed the applicant's submittal dated October 4,1982. The applicant has adequately addressed the consequences of a volcanic event with respect to ash loading of the ventilation system and on the spray ponds except for the control room ventilation system.
The operating procedures should require that the differential pressure across the high dust capacity filter for the control room ventilation system be monitored.
With this addition, we find the applicant's response acceptable.

ACRS REPORT ON WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECT NO. 2 During its 270th meeting, October 7-8, 1982, the ACRS completed its review of the application of the Washington Public Power Supply System (WPPSS) (Ap-plicant) for a license to operate the WPPSS Nuclear Project No. 2 (WNP-2).
A Subcommittee meeting was held in Richland, Washington on September 2-3, 1982 to consider this project 4 A tour of the facility was made t)y members of the Subcommittee on September 2, 1982.
During its review, the Committee had the benefit of discussions with representatives of the Applicant and the NRC Staff.
The Comnittee also had the benefit of the documents listed.
The Committee reported on the construction permit application for this plant (then designated as Hanford No. 2 Nuclear Fower Plaat) in a report to AEC Chairman James R. Schlesinger, dated October 19, 1972.
WNP-2 is located in the southeastern area of the U.S. Department of Energy's Hanford site in Benton County, Washington, WNP-2 uses a General Electric BWR/5 nuclear steam supply system with a rated power level of 3323 MWt and has a Mark If pressure suppression containment system with a design pressure of 45 psig.
Fuel loading is scheduled to begin during September 1983.
WPP55 is a municipal corporation and a joint operating agency of the state of Wastfngton. W'NP-2 is the first WPPSS unit (of an originally planned five units) to be considered for an operating license.
A work stoppage was initiated in June 1980, in order to assess QA/QC problems.
WPPSS has since brought jn niore experienced management that has resulted in substantial improv3 ment in the Licensee's project management teams and management controls, and in the attitude of the project personnel toward quality.
Presently, at WND-2 there is an ongoing reverification program involving sampling, inspection, and documentation review.
The NRC will continue to sonitor progress of this prisgram. The Committee wishes to be kept informed.
The hRC Staff and the Applicant are in the process of determining the proper crit 6ria and verification procedures for electrical isolation and for identification of Class 1E and associated circuits.
This matter should be resolved in a manf er satisfactory to the NRC Staff. The Committee wishes to be kept informed.

Honorable Nunzio J. Palladino October 13, 1982 The WNP-2 design uses multiplexing in the service water control system.
This is the first plant we have reviewed that uses this type of service
~
water control.
Because of the importance of this system to safety, we recommend that the NRC Staff confirm that service water needed for shutdown decay heat removal can be made available even if the multiplexing system mal functions.
The Committee wishes to be kept informed regarding this matter.
The NRC Staff has identified a number of Unresolved Safety Issues as being applicable to WNP-2.
There are also a number of Outstanding Issues, Con-firmatory Issues, and License Conditions. We believe that these matters can be resolved in an acceptable manner.
The ACRS believes that if due consideration is given to the matters noted and to our recommendations above, and subject to satisfactory completion of construction, staffing, and preoperational testing, there is reasonable assurance that WNP-2 can be operated at power levels up to 3323 MWt without undue risk to the health and safety of the public.

SUMMARY
OF NOVEMBER 10, 1982, MEETING REGARDING WNP-2 QUALITY ASSURA?lCE GENERAL Representatives of the staff met with the applicant to discuss the applicant's quality assurance program for WNP-2 facility. The meeting was held at the NRC offices in Bethesda, Maryland. A list of those persons who attended the neeting are included in enclosure 1. is a copy of the handout provided at the meeting.
PURPOSE The purpase of the meeting was to review the applicant's assessment of the adequacy of its quality assurance program in light of the deficiencies disclosed at the other projects.
DISCUSSION Mr. John Honekamp started with describing the plant verification organization and their functions with special emphasis on the background, purpose, and scope of the program. There are two parts to the program, the Restart Program which assumes that proper quality would be achieved for construction after June 1981 (construction work was stopped in June 1980 and restarted in July 1981) and quality verification program which will verify quality of construction completed before July 1980 and/or initiate corrective action as required. Mr. Honekamp also described the plant verification report which documents the basis of WNP-2 confirmation of design & construction as committed.in the FSAR. He further explained the independence of the review staff and review by outside auditors. The review staff is not part of the WNP-2 program but are on loan from other WPPSS projects. Mr. Honekamp also explained the role of " Findings Review Committee" which is comprised of senior technical people of WPPSS management. Technical Audit Associates (TAA) is a panel of highly qualified senior technical and managsnent personnel and their purpose is to review the adequacy of the overall verification program with written reports directly to the managing director.

- i Robert Laney of TAA briefly described the TAA organization and the makeup of the team. At present it has three full-time members and two consultants.
These people are hitjhly competent and have years of experience in the industry.
C. S. Carlisle explained the design and construction history of the project including the twork stoppage of June 1980 and the restart program He also noted that the quality verification program of work done prior to July 1980 is 85% complete and the effort will be completed by ?! arch 1983.
Mr. Carlisle also explained various other st.eps taken by WPPSS to improve the overall program.

Project management 'has been strengthened by consolidating the total program responsibility under a program director reporting directly to the managing director. WPPSS hired Bechtel Power Corporation as system completion contractor and construction manager and assigned the A/E undivided responsibility for' engineering in support of project completion.
Roger Johnson talked about the assurance of quality in design and construction.
Mr. Johnson briefly explained the organization of the QA program,and the various functions. There is one WPPSS corporate QA group which audits the activities of various contractors as well as the Wl!P-2 project team. The
'lf!P-2 project QA team has about 15 engineers and has the responsibility for surveillance of all the contractors. The recovery plan was divided into 2 phases.
Phase 1 was the restart program, which included the review of nonconformance reports, corrective action requests,10 CFR 50.55 (E) reports, specifications & FSAR review, deficiency review, procedure review and upgrad.ing and overall evaluation of restart capability.
Phase II is' basically quality verification program (QVP). This is for work completed and accepted before July 1980. The de. tails of this effort are given in the attachment. fir. Johnson summarized by saying that WNP-2 design and design process have been exensively reviewed and many reviews have been technically oriented, performed by indppendent organizations / personnel.
Mr. J. M. Yatabe explained that the objective of the independent design verification program is to reverify that the WflP-2 design complies with the commitments of the safety analysis report and applicable regulatory requirements. The program includes design requirements verification, efogeering record review and detailed design verification of selected safety systems. Once a system is selected for reverification, the method of review will consist of defining system boundary, engineering record preparation, requirements reverification, and detailed reverification plan which will consist of sample selection, system review and components review.
In addition, the design reverification will also include a design review, alternate calculation and system walk-down. The details of the program are given in the attached report "WflP-2 Plant Verification fieetigg with flRC"'.'
The findings of this program will be reviewed by an " Independent Findings P,eview Committee." In addition, all findings will have corrective action plans and all observations will be transmitted to affected organizations.
The trending and root cause evaluation will be performed and final findings resolution report will be prepared.

In summ:ry, John Honekamp noted that a number of steps have been taken to assure that Wi;P-2 is designed and built as committed and a number of important activities are underway which will provide additional assurance.
In his concluding remarks, Mr. Honekamp stated that plant verification will provide:
A well documented basis for confirmation that Wi!P-2 has been designed and constructed as committed.
Validation of the verification process and its objectivity through independent audits and reviews by a hihhly qualified outside organization.
Increase knowledge of the WitP-2 design and engineering record by Supply System personnel who will be accepting responsibility for future design changes.
Tom !;ovak briefly described the staff's thinking about the reverification programs. Mr. Novak noted that the strength of the program is in the independence of the people performing the work. The other point to check is that wheather the WilP-2 program can pass the same test as the rev:rification program of the other NTOL plants. The overall program appears very comprehensive and should be completed. The f1RC staff will discuss with the upper manage'nent and Region V staff and will report the flRC position to the applicant.
