SUBJECT:

REVIEW 0F WNP-2 TMI ITEMS The WNP-2 responses to TMI-2 Action Plan items for which Reactor Systems Branch is responsible have been reviewed by us.

The items included are: II.B.1, II.K.1.5, 10, 22, 23 II.K.3.3, 13, 15, 16, 17, 18, 21, 25, 30, 31, 44, 45.

Please note that ICSB input may also be required on items II.K.3.18 and II.K.3.21.

The following items have not been satisfied:

II.B.I. Reactor Coolant System Vents - The applicant stated that this requirement is not applicable to WNP-2.

This is not acceptable. All requirements of this item must be met. Attached is the LaSalle response which we found to be acceptable.

II.K.1.22 Proper Functioning of Heat Removal Systems - The response provided in Amendment 17 is too general. Attached is the Grand Gulf response which we found to be acceptable.

II.K.3.17 Reporting of ECCS Outage Data - We require a commitment from the appli-cant to provide comulative ECCS outage data during the first five years of opera-tion. This infonnation may be included in the plant annual report.

II.K.3.18 Modification to ADS Logic - If no modification to the ADS logic is to be made, the applicant must provide analyses of containment heatup rates which demon-strate that a high drywell pressure signal will be present at a time early enough to preclude exceeding the criteria of 10CFR50.46 for a stuck open relief valve event or an outside steamline break. Othemise the applicant must commit to modify the current logic to either bypass the high drywell signal pennissive or add a timer which initiates on Level I water level and bypasses the high drywell pennissive on timing out.

If the timer option is selected, an analyses supporting the timer setting must be provided.

II.K.3.21 Restart of Core Spray and LPCI Systems - We require that provisions be made for automatic restart of HPCS on low water level after HPCS has been manually tenninated.

I__I.K.3.25 Effect of Loss of AC Power on Pump Seals - The Owners Group response to this item is unacceptable. We require that seal cooling be provided from an emergency power source automatically following a loss of offsite power. Addition-ally, the cooling system must be classified as " essential" so that it is not auto-matically isolated on an ECCS initiation signal which would be expected shortly after a loss of offsite power. Alternatively, the applicant may pmvfde test data
