(' meeting attended by Dr. Tong. All this material pertains to JAERI's MARK II containment steam venting tests and all is marked proprietary.

Please arrange for translation of the two JAERI reports, making sure that their proprietary status is not jeopardized. Proprietary material must be clearly identified as such and could only be disseminated to NRC.

REQUEST FOR RSR PROGRAM TO MONITOR MARK I CONTAINMENT RESEARCH AT JAERI This is to request that a program be established by RSR for monitoring and evaluating the JAERI full scale multivent Mark II steam tests.

Early in 1977 we discussed the need for additional test data applicable to the steam venting phase of a postulated LOCA in a Mark II containment. As a result of this discussion, RSR conducted a survey of the existing data base and plans for related test programs in the near term. RSR also investigated the feasibility of conducting NRC funded full scale Mark II steam tests. It was concluded that NRC funded tests should not be conducted

( in view of the high cost of the facility and equipment for such a test and the near term availability of applicable data from the tests to be conducted at GKSS and JAERI.

Action was taken recently by RSR to set up a monitoring and evaluation program for the GKSS tests. We propose that a similar program be established for the JAERI tests. The need for this program is as follows. The Mark I owners The have recently completed full scale multivent steam tests using the FSTF.

Mark II owners, however, do not intend conducting full scale multivent tests.

The applicants for several Mark II intermediate plants have indicated that they will take credit for multivent load mitigation effects rather than utilize the lead plant bounding load specifi:ations. The associated load specifications for these intermediate plants will be based on Mark II scale tests conducted in the range of 1/10 to 1/2 scale. The GKSS tests will provide some However, qualitative the information dealing with large scale vent interaction effects.

These tests will produce data that would be applicable to the Mark II containments.

( L. S. Tong Infomation exchange te date with regard to these tests has been limited. We see a need for improved comunications with JAERI regarding these tests.

Therefore, we request that RSR establish a program to monitor and evaluate the JAERI tests. This would enable us to discuss the facility design, instrumentation and test matrix during early phases of the test. In addition, it would expedite the transmittal of test results at the conclusion of the tests. I
