Gentlemen:

Enclosed for your review, prior to our scheduled meeting on January 28, 1987,

is the SALP Board Report for Byron Nuclear Station, Units 1 and 2, covering

the period November 1, 1985 through October 31, 1986.

In accordance with NRC policy, I have reviewed the SALP Board Report and

concur with their findings.

It is my view that Commonwealth Edison Company's

conduct of nuclear activities at the Byron Station reflects an adequate

sensitivity to nuclear safety and has shown substantial improvement in

regulatory performance. Highlights of the report are set forth below:

1.

The areas of Emergency Planning and Outages were rated Category 1.

The

Region recognizes the outstanding work the Byron staff has done in

emergency planning and considers it a model for other Commonwealth sites

to emulate.

2.

The regulatory improvement programs developed by the plant staff have

been very effective. The four areas that were given Category 3 ratings

in the last SALP report (Plant Operations, Radiological Controls,

Surveillance, and Security) were all improved and were rated Category 2

in this report. Further, the areas of Plant Operations and Security

continued to show improving trends at the end of the SALP assessment

period.

In addition, we believe the human factors considerations that

have been designed and engineered into the plant will continue to enable

the Byron station to be among the better performing plants in the region.

3.

Several functional areas relating to the plant construction area,

identified separately in previous SALP reports, have been consolidated

into a single " Construction" functional area in this report. This area

was rated Category 2, and represents the successful completion of

construction at the Byron Nuclear Station.

Although the area of outages was rated high, continued management attention

is appropriate in this area in view of the extensive Unit 1 first refueling

outage scheduled for February 15, 1987, at a time when Unit 2 will be in

its startup testing program.

improvement in the preparation and conduct of preoperational testing from

Unit 1 to Unit 2, continued problems have been identified in the review

and acceptance of test results by the Project Engineering Department.

We encourage increased management involvement to assure acceptable post

test reviews are conducted on Unit 2 startup test results.

While you will have sufficient opportunity to present your comments at the

meeting on January 28, 1987, we also solicit written comments within 30 days

after the meeting to enable us to thoroughly evaluate your comments and

provide you with our conclusions relative to them.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room.

No reply to this letter is required at this time; however, should you have

any questions concerning the SALP Report, we would be pleased to discuss

them with you.
