Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT N05. 50-321/86-34 AND 50-366/86-34)

This refers to the Nuclear Regulatory Comission (NRC) inspection conducted by

W. T. Cooper on October 26-31, 1986.

The inspection included a review of

,

activities authorized for your Hatch facility.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Apparent violations for an

inadequate radiological evaluation prior to making a drywell entry and for having

an inadequate procedure for making drywell entries at power were discussed in a

meeting held on November 6,1986, between F. S. Cantrell and others on the

Region II staff and S. C. Ewald and others of Georgia Power Company.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities appeared to violate NRC

requi rements. The violations, references to pertinent requirements, and elements

to be included in your response are described in the enclosed Notice of

Violation.

Violation A described in the enclosed Notice are similar to a violation contained

in the Notice sent to you by our letter dated July 29, 1986.

Because "similar

,

violations," as described in the NRC Enforcement Policy, are of significant

concern to the NRC, please give particular attention in your response to the

identification of the root cause of this problem and your corrective action to

prevent recurrence.

This issue was discussed in a telephone conversation held

between V. L. Brownlee, Region II and J. T. Beckham of your staff on January 13,

1986.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room,
