. PENNSYLVANIA STATE UNIVERSITY DOCKET NO. 50-5 AMENDMENT.T0 FACILITY OPERATING LICENSE Amendment No. 25 License No. R-2
- 1. The Nuclear Regulatory C' omission (the Comission) has found that:
A. The application for amendment to Facility Operating License No. R-2, filed by Pennsylvania State University (the licensee), dated October 25, 1985, as supplemented April 15, 1986, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations
. set forth in 10 CFR Chapter I;
- 8. The facility will operate in conformity with the amended license, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance: (1) that the activities authorized by

this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D. The issuance of this amendment will not be inimical to the comon defense and security or to the health,and safety of the public; E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied; and F. Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Seciton 2.106(a)(2).

- 2. Accordingly, Facility Operating License No. R-2 is hereby amended by changing paragraph 2.C.(3), to read as follows:
(3) Physical Security Plan
, The licensee shall fully implement and maintain in effect all provisions of the physical security plan currently approved by the Commission and all amendments and revisions made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). This plan, which contains information withheld from public disclosure under 10 CFR 2.790, is entitled: " The Physical Security Plan for The Pennsylvania State University Brea:eale Reactor Facilities Possessing Special Nuclear Material of Low Strategic Significance," with, revisions submitted through April 15, 1986.
- 3. The license amendment is effective as of its date of issuance.
