AMENDMENT NO. 25 TO THE PENNSYLVANIA STATE UNIVERSITY BREAZEALE REACTOR - REVISED PHYSICAL SECURITY PLAN By letter dated October 25, 1985, as supplemented by letter dated April 15, 1986, you submitted a revision to the Pennsylvania State University physical security plan for your reactor, License No. R-2. We have reviewed the submittal (s) and have concluded that the revision meets the fixed site requirements of 10 CFR 73.67 for the protection of special nuclear material of low strategic significance. Accordingly, we are herewith issuing Amendment No. 25 to Operating Facility License No. R-2, which identifies your currently-approved physical security plan.
Chan'ges which would not decrease the effectiveness of your approved physical security plan may be made without prior approval by the Comission pursuant to the authority of 10 CFR 50.54(p). A report containing a description of each change shall be furnished to the Regional Administrator, U. S. Nuclear Regulatory Commission, Region I, 631 Park Avenue, King of Prussia, Pennsylvania 19406, with a copy to the Director, Office.of Nuclear Reactor Regulation, Attn: Document Control Desk, Washington, D. C. 20555 within two months after the change is made. Changes which do require prior NRC approval should be submitted in the manner required by 10 CFR 50.90 to the Director, Office of Nuclear Reactor Regulation, U. S. Nuclear Regulatory Comission, Washington, D.C. 20555 and identified as a license amendment request.
l Based on the fact that this license amendment applies to the physical security plan and incorporates into the license the latest requirements of your updated physical security plan, we have concluded that:
(1) because the amendment does not involve a significant increase in I the probability or consequences of accidents previously evaluated, or create the possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a margin of safety, the amendment does not involve a significant hazards consideration; i 8609030443 860821 PDR ADOCK 05000005 P ppg I -- . _ .

(2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed activities; and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
This amendment relates solely to safeguards matters and, since no construction '
activities are involved, does not involve any significant construction impacts.
Accordingly. this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(12). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
The NRC-approved physical sec'rity u plan supersedes all previously submitted security commitments under your 10 CFR Part 50 license. The documents comprising the currently-approved physical security plan for the Pennsylvania State University Breazeale Reactor and our evaluation findings have been placed in the Connission's files. Pursuant to 10 CFR 2.790 this information is being withheld from public disclosure.
