Dear Dr. Glenn:
We wish to comply with the requests for additional informa-tion regarding our renewal application for License No. SNM-394 as indicated in your letter of March 28, 1986 and a phone conversa-tion with a Mr. Lawrence Friedman of your office on July 22, 1986.
The attached document furnishes the requested information concerning procedures for handling and leak testing our neutron howitzer.
I believe these procedures conform to those as out-lined in the Regulatory Guide 10.3.

Renewal Application for License No. SNM-394 Docket No. 070-00435 Control No. 104212 We wish to respond to the questions raised in a letter originally signed by Thomas K. Thompson, dated March 28, 1986 from U. S. Nuclear Regulatory Commission to H. Gene Moss.
After conversations on July 23, 1986 with Mr. John Jensen of the Nuclear Materials Safety Section B, Division of Radiation Safety and Safeguards, NRC, we have revised our procedure for leak testing our neutron howitzer. We have arranged with RSO, Inc. (Radiation Service Organization), P. O. Box 1526, Laurel, Md, 20707 to test the filter paper swabs with which we will wipe the neutron source in the howitzer.
RSO, Inc. is, according to Mr.Jensen, licensed by the NRC to test radioactive materials.
Mr. Tim Osborne of RSO, Inc. was contacted by telephone on July 23, 1986 and assured me that he was competent to conduct the required test " capable of detecting the presence of 0.005 microcuries of plutonium and uranium," and that his instruments were properly calibrated. We discussed the proper procedure for wiping the source and sending the wipes to RSO, Inc.
The source was wiped using this procedure and the two pieces of filter paper have been mailed to RSO, Inc. July 24, 1986.
This procedure will be repeated every six months and the reports from RSO, Inc. will be kept on file. This should satisfy points #1 and #3 raised by Mr. Thompson in the March 28, 1986 letter.
The original survey program referred to in item #2 of the March 28, 1986 letter and in Section 4.6.3.2 of Regulatory Guide 10.3 was done when the source was obtained many years ago.
It is not clear to me that supplemental surveys are required since 4.6.3.2 states that they should be " performed following any changes in operation, shielding, use, or location of the device." The opera-tion, shielding, and use of the device have not changed and it is still located in its original shielded howitzer barrel.
It is occasionally moved from one room to another, however, and the leak test involves pulling the source out of the howitzer for a few seconds.
There fore, after consultation with Mr. Osborn of RSO, Inc., we will purchase a Ludlum Model 3 Survey Meter with a detector such as a " pancake" Geiger-Mueller probe capable of detecting alpha particles from plutonium. The meter will be turned on and left on next to the howitzer whenever the source position is changed.

Anyone who unlocks the howitzer and raises the source is required to wear a dosimeter and record the readings before and after the procedure. Records of use of the device and dates of the leak tests are kept in a permanent ledger with the neutron howitzer.
Finally, the list of individuals who are authorized to use the licensed material should be ammended as follows:
Lester C. Erich has retired and should' be deleted from the list. Guy J. Consolmagno, Ph.D., Assistant Professor, and Professor Laylin K. James should be added.
An ammended application for Renewal of License #SNM-394 is attached.
