Subj ect: Emergency Response Facilities Appraisal
To verify that licensees have completed their emergency response facilities
(ERFs) and have met the related requirements in Supplement 1 to NUREG-0737,
the NRC is conducting a special appraisal of these facilities at all operating
nuclear power reactors. The objectives of these appraisals are to determine
that the ERFs are capable of performing those functions needed to assist
licensees in taking adequate protective measures in the event of a
radiological emergency a_nd assure the requirements in Supplement I to
NUREG-0737 have been satisfied. We will use the findings from these
appraisals as a basis not only for requesting individual licensee action to
correct deficiencies, but also for effecting improvements in NRC requirements
and guidance.
During'the period May 19 through 23, 1986, the NRC conducted a special
appraisal of the ERFs at Palo Verde Nuclear Generating Station (PVNGS) Units 1
and 2.
Areas examined during this appraisal have been described in the
enclosed report (50-528/86-15 and 50-529/86-15). Within these_ areas, the
appraisal team reviewed selected procedures and records, inspected the
facilities and equipment / supplies, observed simulated use of the equipment and
supplies and interviewed personnel.

No deficiencies or violations of NRC requirements were identified during this
appraisal. However, a' number of open items and improvement items have been
identified in the attached report. The open items will be followed during the
course of our routine inspection program.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
