Dear Dr. Grace:

On May 27,1986, Carolina Power & Light Company received IE Bulletin 86-01, Minimum Flow Logic Problems That Could Disable RHR Pumps. The bulletin identified a potential problem with the minimum flow logic such that a single failure could disable all residual heat removal (RHR) pumps. Licensees were requested to determine if a similar problem exists at their facility and report these findings to the NRC within seven days.

Carolina Power & Light Company has reviewed the applicable plant drawings and documentation and determined that Brunswick Unit Nos. I and 2 are not susceptible to this problem. The results of the review indicate that the RHR pump minimum flow bypass valve logic is independent in each RHR system loop. Therefore, no single instrument failure will result in the loss of the four RHR pumps. As such, no further action is required in response to IE Bulletin 86-01.
