REQUEST FOR ACTION UNDER 10 CFR 2.206 CONCERNING THE SHEARON IIARRIS FACILITY By petition dated July 2, 1986 (a copy of which is enclosed) the Coalition for Alternatives to Shearon liarris (CASli) requested that you initiate a show cause proceeding pursuant to 10 CFR 2.202 to resolve the issues raised con-cerning Shearc,n llarris and to withhold the operating license until hearings are held. CASE asserts several bases for its request: 1) Chatham County has withdrawn its approval of CP&L's Emergency Plan; consequently, FEMA's finding that the emergency plan is adequat; is no longer valid and the appli-cant does not comply with 10 CFR 50.47; 2) it has been more than one year since a full scale exercise of the emergency plan has been conducted; 3) an incident in which a siren was accidentally activated on June 253, 1986 ,; nils into question the adequacy of the licensee's implementation of the emergency pit.n ; and 4) allegations of inadequacy in the 'icensee's radiation protection program and improper welds submitted by Ms. Patty Miriello should be re-solved. The petitioners also assert that a supplemental EIS should be pre-pared because of new information, i.e., the Chernobyl accident, the falso siren tlert and the Chatham County pull-out.
