ZION NUCLEAR F0WER STATION, UNITS 1 AND 2 - RELIEF FROM THE SECOND TEN-YEAR INSERVICE INSPECTION By letter dated June 17, 1986, Commonwealth Edison Company (CEC) submitted an updated set of relief requests for the inservice testing (IST) program and a single relief request for the inservice inspection (ISI) program for the second ten-year inspection interval at Zion Nuclear Power Station Units 1 and 2.

Enclosure 2 to the submittal contains Revision 2 of the Zion ISI/IST Second Interval Program which consists of the single ISI relief request. CEC requested relief from certain ISI hydrostatic pressure test requirements which had been determined to be impractical to perform at Zion Units 1 and 2. This relief pertains only to ISI. IST is still being evaluated.

We have reviewed your submittal and our review has determined that the code requirements for the specified systems are impractical and the granting of the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. Detailed technical assessment is contained in the enclosed Safety Evaluation. Based on our conclusion, pursuant to 10 CFR 50.55a(g)(6)(i), we grant the relief.

Please, also note that we have found a typographical error in the first sentence on page 141e of Enclosure 3 to your submittal.
