The Nuclear Regulatory Commission (the Commission) has found that:
A. The application for amendment by Ficrida Power Corporation et al. (the licensees),
dated December 29,1998, as supplemented June 18,1999, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's rules and regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance (i) that the activities authorized by this amendment can j
be conducted without endangering the health and safety of the public and (ii) that such activities will be conducted in compliance with the Commission's regulations; j
D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and 1
E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

The Nuclear Regulatory Commission (the Commission) having found that:
A.
The application filed by Florida Power Corporation, City of Alachua, City of Bushnell, City of Gainesville, City of Kissimmee, City of !.eesburg, City of New Smyrna Beach and Utilities Comission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Comission and City of Orlando, Sebring Utilities Comission*'*(Seminole Electric Cooperative, Inc., and City of Tallahasse( the licensees) as supplemented by letter dated December 9,1976, complie; with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapter I;

Construction of the Crystal River Unit 3 Nuclear Generating Plant (facility) has been substantially completed in conformity with j
Provisional Construction Permit No. CPPR-51 and the application, as amended, the provisions of the Act and the rules and regulations of the Comission; C.
The facility will operate in conformity with the application, as amended, the provisions of the Act, and the rules and regulations of the Commission;
- As of the effective date of Amendment No.140
, Sebring Utilities Comission is no longer-a licensee under this license.
- As of the effective date of Amendment No.189, the City of Tallahassee is no longer a licensee under this license.
