dated July 31,1986, Request for Amendment Gentlemen:

Reference (a), Change No. 4, proposed a change to our Technical Specifications updating the Main Steam Isolation Valve (MSIV) closure time limit of Surveillance Requirement 4.7.1.5. This change is necessary due to the MSIV upgrade being performed (replacement of the existing MSIV internals and actuation system).

Discussions with your staff, coupled with a review of the MSIV factory testing data, have necessitated that the following three changes / clarifications be proposed:

MSIV Closure Time Although the new MSIV is considered independent of steam flow direction (due to the valve's balanced disc, bi-directional design), factory testing under loaded conditions revealed minor variations in valve closure times. The existence of these minor variations (on the order of.4 seconds, with a maximum of.6 seconds) requires that we incorporate additional margin into our Technical Specification valve closure time requirement. Therefore, based on the factory testing performed on Unit l's MSIVs, and the vendor's subsequent recommendation, we propose to change the MSIV closure requirement requested in Reference (a), from less than 6.0 seconds to less than 5.2 seconds. This change is necessary to ensure that sufficient margin for MSIV valve closure time is maintained in the Technical Specification regardless of steam flow direction. MSIV closure, with no flow, within the 5.2 second Technical Specification limit will ensure valve closure, with reverse flow, within the 6.0 second limit referenced in the Updated Final Safety Analysis Report.

Bases in accordance with the change proposed above, a sentence has been added to the 2

bases for Technical Specification 3/4 7.1.5, " Main Steam Line Isolation Yalves." This sentence (see Attachments) clarifies the difference between the Technical Specifica-tion value and the accident analyses limit.

Updated Final Safety Analyses Report The containment structure isolation valve information in the Updated FSAR (Table 5-3) lists containment penetrations and related information. During reviews of our most recent MSIV License Amendment Request, your staff identified an apparent error in the Table. On page 5-70, the table indicates the MSIV " Position with Power Failed" as " closed." On a loss of power, the MS!Y does not fall closed; but, fails "as-is."

This is true for both the "old" and "new" MSIV actuator designs. This discrepancy will be addressed in out next FSAR update, y
