SUBJECT:

Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 File: 0260/0840/L-860.0 Proposed Amendment to the Operating License (PCOL-86/26) Supplement AECM-87/0003 A proposed change to the Grand Gulf Technical Specifications was submitted in letter, AECM-86/351, dated November 11, 1986, which corrected the RPV Pressure-Temperature Curve in Figure 3.4.6.1. Part of the proposed change was the deletion of the reference to Licensing Topical Report NED0-21778-A.

Subsequent to the original submittal it was discovered that Bases 3/4 4.6 still contained a reference to the no longer applicable NED0-21778-A report which should also be deleted. This supplement to the original submittal is being made so that the appropriate references are accurately described in Bases 3/4 4.6.

In accordance with the provisions of 10 CFR 50.30 and 50.4, the signed original of the requested amendment is enclosed and the appropriate copies have been distributed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC). The Safety Review Committee (SRC) has reviewed and approved the technical content and safety concerns associated with this amendment at the time of the original submittal.

Based on the guidelines presented in 10 CFR 50.92, it is the opinion of System Energy Resources, Inc. that this proposed amendment involves no significant hazards considerations.

NLS-86/16 RPV Fressure-Temperature Curve Correction (tsended Information to Original Submittal dated 11/11/86)

SUBJECT:

Technical Specification Bases 3/4.4.6; Page B 3/4 4-5 DISCUSSION: Proposed changes to Technical Specification Figure 3.4.6.1-1 and Bases 3/4 4.6 were submitted to the NRC by letter (AECM-86/351) dated November 11, 1986. Subsequent discussions with NRR staff has resulted in this amended submittal which addresses the staff's comments regarding an additional change to Bases 3/4.4.6, page B 3/4 4-5. The proposed changes to Figure 3.4.6.1-1 and Bases page B 3/4 4-4 are as described in the original submittal dated November 11, 1986.

JUSTIFICATION: The additional change to Bases 3/4.4.6 page B 3/4 4-5 is the deletion of the reference to Licensing Topical Report NED0-21778-A which modified 10CFR50, Appendix G. This change is being made to provide an accurate listing of the references used as a bases for the RPV Pressure-Temperature Curves shown in Figure 3.4.6.1-1.

SIGNIFICANT HAZARDS CONSIDERATION:

This proposed change does not involve a significant hazards consideration because operation of Grand Gulf Nuclear Station in accordance with these changes would not:

(1) involve a significant increase in the probability or consequences of an accident previously evaluated since this is only a clarification of the appropriate references in the Bases section.

(2) create the possibility of a new or different kind of accident from any accident previously evaluated since this is an editorial type change which does not effect the design or performance of the plant.

(3) result in a significant reduction in the _ margin of saftty because the modification to paragraph IV.A.2.c of 10CFR 50 Appendix G by the GE Licensing Topical Report NED0 21778-A has been eliminated, thus indicating full compliance with Appendix G with no exceptions.
