The contractors technical and cost proposal dated August 24,1999 and Section K of the Solicitation is made apart of this award by reference. The clauses of the solicitation which were required to be completed at time of award are replaced as follows:
- 1. Section B.3 is completed and replaced with the following:
"B.3 CONSIDERATION AND OBLIGATION-COST PLUS FIXED FEE (JUN 1988)
ALTERNATE I (JUN 1991)
(a) The total estimated cost to the Government for the basic contract performance of this contract is $680,807, inclusive of optional effort in the amount of $162,697. The amount of 630,376 represents the estimated reimbursable costs, and the amount of $50,431 represents the fixed fee.
(b) There shall be no adjustment in the amount of the Contractor's fixed fee by reason of differences between any estimate of cost for performance of the work under this contract and the actual cost for performance of that work.
(c) The total estimated cost to the Government for Option Year One is $262,255, of which the sum of $242,829 represents the estimated reimbursable costs, and of which $19,426 represents the fixed fee.
(d) The total estimated cost to the Government for the optional work under Option Year one is $82,495, of which the sum of $76,384 represents the estimated reimbursable costs, and of which $6,111 represents the fixed fee.
(e) The total estimated cost to the Government for Option Year Two is $264,388, of which the sum of $244,804 represents the estimated reimbursable costs, and of which $19,584 represents the fixed fee.
- (f) The total estimated cost to the Government for the optional work under Option Year Two is $83,258, of which the sum of $77,091 represents the estimated reimbursable costs, and of which $6,167 represents the fixed fee.
(g) The total estimated cost to the Government for Option Year Three is $266,522, of which the sum of $246,780 represents the estimated reimbursable costs, and of which $19,742 represents the fixed fee.
(h) The total estimated cost to the Govemment for the optional work under Option Year Three is $84,023, of which the sum of $77,799 represents the estimated reimbursable costs, and of which $6,224 represents the fixed fee.

t F.4 NRCAR 2052.212-72 FINANCIAL STATUS REPORT (DEC 1995)
The contractor shall provide a monthly Financial Status Report to the project officer and the contracting officer.
Also, whenever the report references the acquisition of, or changes in status of, property valued at the time of purchase at $50,000 or more, send a copy of the report to the Chief, Property Management
' Branch, Division of Facilities and Property Management, Office of Administration.
The report is due within 15 calendar days after the end of the report period and shall identify the title of the project, the contract number, job code, project manager and/or principal investigator, the contract period of performance, and the period covered by the report.
Each report must include the following for each discrete task:
(a) Total estimated contract amount.
(b) Total funds obligated to date.
(c) Total costs incurred this reporting period.
(d) Total costs incurred to date.
(e) Detail of all direct and indirect costs incurred during the reporting
- eriod for the entire contract or each task, if it is a task ordering contract.
(f) Balance of obligations remaining.
(g) Balance of funds required to complete contract / task order.
(h) Contractor Spending Plan (CSP) status:
(1) Projected percentage of completion cumulative through the report period for the project / task order as reflected in the current CSP.
(2) Indicate if there has been a significant change in the original CSP

The' Nuclear Regulation Commission's (NRC; policy is to support the
?ntractor's expression of professional health and safety related concerns isociated with the contractor's work for NRC that (1) may differ from a evailing NRC staff view, (2) disagree with an NRC decision or policy positicr, (3) take issue with proposed or established agency practices.

The procedure that will be used provides for the expression and resolution of differing professional views (DPVs) of health and safety related concerns associated with the mission of the agency by NRC contractors, contractor personnel or subcontractor personnel on matters directly associated with its performance of the contract, may be found in section J of the solicitation.
The prime contractor or subcontractor shall provide a copy of
'the NRC DPV procedure to all of its employees performing under this contract and to all subcontractors who shall, in turn, provide a copy of the procedure to its employees. NOTE:

'(d) All technical directions must be issued in writing by the project officer or must be confirmed by the project officer in writing within ten (10) working days after verbal issuance. A copy
- of the written direction must be furnished to the contracting officer.
(e) The contractor shall proceed promptly with the performance of technical directions-duly issued by the project officer in the manner prescribed by this clause and within the project officer's authority under_the provisions of this clause.
j (f) If, in the opinion of the contractor, any' instruction or
' direction issued by the project officer is within one of the 1
categories as defined in paragraph (c) of this section, the contractor may not proceed but shall notify the contracting officer in writing within five (5) instruction or direction and shall requestworking days after the receipt of any the contracting officer to modify the contract accordingly. Upon receiving the notification from the contractor, the contracting officer shall issue an appropriate con *.ract modification or advise the contractor in writing that, in the contracting officer's opinion, the technical direction is within the scope of this article and does not constitute a change under the " Changes" clause.
(g) Any unauthorized commitment or direction issued by the project officer may result in an unnecessary delay in the contractor's performance and m&y even result in the contractor expending funds for unallowable costs under the contract.
(h) A failure of the parties to agree upon the nature of the instruction or direction or upon the contract action to be taken with respect thereto is subject to 52.233-1-Disputes.
s (i) In addition to providing technical direction as defined in paragraph (b)' of the section, the project officer shall:
(1) Monitor the contractor's technical progress, including surveillance and assessment of performance, and recommend to the contracting officer changes in requirements.
(2) ' Assist the c~ontractor in the resolution of technical problems enccuntered during performance.
(3) Review all costs requested for reimbursement by the contractor and submit to the contracting officer recommendations for approval, disapproval, or suspension of payment for supplies and services required under this contract.

.G.2 2052.215-82 TRAVEL REIMBURSEMENT-ALTERNATE 1
-(a) The" contractor is-encouraged to use Government contract airlines, AMTRAK rail services, and discount hotel / motel properties in order to reduce the cost of travel under this contract. The contracting officer shall, upon request, provide each traveler with a letter of identification which is required in order to participate
.in this program. The Federal Travel Directory (FTD) identifies carriers, contract ~ fares,' schedules, payment conditions, and
. hotel / motel properties which offer their services and rates to Government contractor personnel traveling on official business under this. contract. The FTD, which is issued monthly, may be purchased from the'U.S. Government Printing Office, Washington, DC 20402.
(b) The contractor will be reimbursed for reasonable travel costs incurred directly and specifically in the performance of this
' contract..The cost limitations for travel costs are determined in accordance with the specific travel regulations cited in FAR 31'.205-46, as are in effect on the date of the trip.-Travel costs for research and related activities performed at State and nonprofit institutions, in accordance with section 12 of Public Law 100-679, shall be charged in accordance with the contractor's institutional

policy to the degree that the limitations of Office of Management and Budget (OMB) guidance are not exceeded. Applicable guidance documents include OMB Circular A-87, Cost Principles for State and Local Governments;.OMB Circular A-122, Cost principles for Nonprofit i
Organizations; and OMB Circular A-21, Cost Principles for Educational Institutions.
(c) When the Government changes the Federal Travel Regulations, or other applicable regulations, it is the responsibility of the contractor to notify the contracting officer in accordance with the Limitations of Cost clause of this contract if the contractor will be unable-to make all of the approved trips and remain within the cost and fee limitations of this contract due to the' changes.

G.5 ELECTRONIC PAYMENT The Debt. Collection Improvement Act of'1996 requires that all payments except IRS tax refunds be made by. Electronic Funds Transfer.
It is the policy of the Nuclear Regulatory Commission to pay' vendors by the Automated Clearing House (ACH) electronic funds transfer payment system.
The electronic system is known as Vendor Express.
Payment shall be made in accordance with FAR 52.232-33, entitled " Mandatory Information for Electronic Funds Transfer Payment".
To receive payment, the contractor shall complete the " Company Information" portion of the Standard Form 3881, entitled "ACH
-Vendor /Miscellanecus Payment Enrollment Form" found as an attachment to this document.
The contractor shall take the form to the ACH Coordinator at the financial institution that maintains its company's bank account.
The contractor shall discuss with the ACH Coordinator how the payment identification information (addendum record) will be passed _to them once the payment is received by the financial institution.
Further information concerning the addendum is provided at Attachment B.
The ACN Coordinator should fill out the " Financial Institution Information" portion of the form and return it to the Office of the Controller at the following address.:

SECTION H - SPECIAL CONTRACT REQUIREMENTS J
H.1 2052.209-73 CONTRACTOR ORGANIZATIONAL CONFLICTS OF INTEREST (a) Purpose. The primary purpose of this clause is to aid in ensuring that the contractor:
(1) Is not placed in a conflicting role because of current or planned interests (financial, contractual, organizational, or otherwise) which relate to the work under this contract; and (2) Does not obtain an unfair competitive advantage over other parties by virtue of its performance of this contract.
(b) Scope. The restrictions described apply to performance or participation by the contractor, as defined in 48 CFR 2009.570- 2 in the activities covered by this clause.
(c) Work for others.
(1) Notwithstanding any other provision of this contract, during the term of this contract the centractor agrees to forgo entering into consulting or other contractual arrangements with any firm or organization, the result of which may give rise to a conflict of interest with respect to the work being performed under this contract. The contractor shall ensure that all employees under this contract abide by the provision of this clause. If the contractor has reason to believe with respect to itself or any employee that any proposed consultant or other contractual arrangement with any firm or organization may involve a potential conflict of interest, the contractor shall obtain the written approval of the contracting officer before the execution of such contractual arrangement.
(2) The contractor may not represent, assist, or otherwise support an NRC licensee or applicant undergoing an NRC audit, inspection, or i
review where the activities that are the subject of the audit, inspection or review are the same as or substantially similar to the services within the scope of this contract (or task order as appropriate), except where the NRC licensee or applicant requires.
the contractor's support to explain or defend the contractor's prior work for the utility or other entity which NRC questions.
(3) When the contractor performs work for the NRC under this contract at any NRC licensee or applicant site, the contractor shall neither solicit nor perform work in the same or similar technical area for that licensee or applicant organization for a period commencing with the award of the task order or beginning of work en the site (if not a task order contract) and ending one year after completion of all work under the associated task order, or last time at the site (if not a task order contract).

I (4) When the contractor performs work for the NRC under this contract at any NRC licensee or applicant site, (i) The contractor may not solicit work at that site for that licensee or applicant during the period of performance of the task order or the contract, as appropriate.
(ii) The contractor may not perform work at that site for that licensee or applicant during the period of performance of the task l
order or the contract, as appropriate, and for one year thereafter.
(iii) Notwithstanding the foregoing, the contracting officer may authorize the contractor to solicit or perform this type of work
]
(except work in the same or similar technical area) if the contracting officer determines that the situation will not pose a potential for technical bias or unfair competitive advantage.
(d) Disclosure after award.
t (1) The contractor warrants that to the best of its knowledge and belief, and except as otherwise set forth in this contract, it does not have any organizational conflicts of interest as defined in 48 CFR 2009.570-2.
(2) The contractor agrees that, if after award, it discovers organizational conflicts of interest with respect to this contract, it shall make an immediate and full disclosure in writing to the contracting officer. This statement must include a description of the action which the contractor has taken or proposes to take to avoid or mitigate such conflicts. The NRC may, however, terminate the contract if termination is in the best interest of the government.
(3) It is reccOd zed that the scope of work of a task-order-type contract necee ailly encompasses a broad spectrum of activities.
r Consequently, if this is a task-order-type contract, the contractor agrees that it will disclose all proposed new work involving NRC licensees or applicants which comes within the scope of work of the i
underlying contract. Further, if this contract involves work at a licensee ~or applicant site, the contractor agrees to exercise diligence to discover and disclose any new work at that licensee or applicant site. This disclosure must be made before the submission of a bid or proposal to the utility or other regulated entity and must be received by the NRC at least 15 days before the proposed award date in any event, unless a written justification demonstrating urgency and due diligence to discover and disclose is provided by the contractor and approved by the contracting officer.
The disclosure must include the statement of work, the dollar value of the proposed contract, and any other documents that are needed to fully describe the proposed work for the regulated utility or Other regulated entity. NRC may deny approval of the disclosed work only when the NRC has issued a task order which includes the technical area and, if site-specific, the site, or has plans to issue a task order which includes the technical area and, if site-specific, the site, or when the work violates paragraphs (c) (2), (c) (3) or (c) (4)

(e) Access to'and use of information.
(1) _If in the performance of this contract, the contractor obtains access to information, such as NRC plans, policies, reports, studies, financial plans, internal data protected by the privacy Act of 1974 (5 U.S. C. Section 552a (1988)), or the Freedom of Information Act (5 U.S.C. Section 552 (1986)), the contractor agrees not to:
(i) Use this information for any private purpose until the information has been released to the public; (ii) Compete for work for the Commission based on the information for a period of six months after either the completion of this contract or the release of the information to the public, whichever is first; (iii) Submit an unsolicited proposal to the Government based on the information until one year after the release of the information to the public; or (iv) Release the information withcut prior
'tten approval by the contracting officer unless the information has creviously been released to the public by the NRC.
(2) In addition, the contractor agrees that, to the extent it receives or is given access to proprietary data, data protected by the privacy Act of 1974 (5 U.S.C. section 552a (1988)), or the Frtedom of Information Act (5 U.S.C.
section 552 (1986)), or other confidential or privileged technical, business, or financial information under this contract, the contractor shall treat the information in accordance with restrictions placed on use of the information.
(3) Subject to contractor shalpatent and security provisions of this contract, the have the right to use technical data it produces under this contract for private purposes provided that all requirements of'this contract have been met.
(f) Subcontracts. Except as provided in 48 CFR 2009.570-2, the contractor'shall ' include this clause, including this paragraph, in subcontracts of any tier. The terms contract, contractor, and contracting officer, must Government's rights.

(i) Follow-on effort. The contractor shall be ineligible to participate in NRC contracts, subcontracts, or proposals therefor (solicited or unsolicited), which stem directly from the contractor's performance of work under this contract. Furthermore, unless so directed in writing by the contracting officer, the contractor may not perform any technical consulting or management support services work or evaluation activities under this contract on any of its products or services or the products or services of another firm if the centractor has been substantially involved in the development or marketing of the products or services.
(1) If the contractor, under this contract, prepares a complete or 1
essentially complete statement of work or specifications, the contractor is not eligible to perform or participate in the initial contractual effort which is based on.the statement of work cv specifications. The contractor may not incorporate its products or services in the statement of work or specifications unless so directed in writing by the contracting officer, in which case the restrictions in this paragraph do not apply.
(2) Nothing in this paragraph precludes the contractor from offering or selling its standard commercial items to the Government.

(b) If one or more of the key personnel, for whatever reason, becomes, or is expected to become, unavailable for work under this contract for a continuous period exceeding 30 work days, or is expected to devote substantially less effort to the work than indicated in the proposal or initially anticipated, the contractor shall immediately notify the contracting officer and shall, subject to the concurrence of the contracting officer, promptly replace the personnel with personnel of at least equal ability and qualifications.

RES-99-050 STATEMENT OF WORK TITLE: Support for Collection and Analysis of Occupational Radiation Exposure Data 1,0 BACKGROUND The provisions of 10 CFR 20.2206 require seven categories of NRC licensees to submit several types of occupational radiation exposure reports to the U.S. Nuclear Regulatory Commission
- (NRC). The seven categories are as follows: commercial nuclear power reactors; industrial radiographers; fuel processors, fabricators, and reprocessors; manufacturers and distributers of byproduct material; independent spent fuel storage installations; facilities for land disposal of low level waste; and geological repositories for high level waste. For 1997, annual exposure reports for 142,730 individuals were received from a total of 296 NRC licensees, of which 109 were operators of nuclear power reactors in commercial operation. About 200,000 of these reports are received between February and April of each year. Each report is submitted on an NRC Form 5 or its electronic equivalent as desenbed in Regulatory Guide 8.7, Revision 1 (June 1992), entitled " Instructions for Recording and Reporting Occupational Radiation Exposure Data." in addition, nuclear power reactors provide a statistical summary of occupational exposures annually in a report entitled, " Standard Format for Reporting Number of Personnel
- and Man-Rem by Work and Job Function." This report is filed by April of each year in the format given in Appendix A of Regulatory Guide 1.16, Revision 4 (August 1975), " Reporting of Operating Information-Appendix A-Technical Specifications."
The occupational radiation exposure information contained in these reports is collated and processed by a computer based information management system. This system has been in operation since 1968 and is known as the " Radiation Exposure Information Reporting System (REIRS)." The computenzation of the data ensures that they are kept indefinitely and facilitates their retrieval and analysis. Data from this system form the basis for several NRC documents.

" Occupational Radiation Exposure at Commercial Nuclear Power Reactors and Other Facilities," which is published in annual volumes and also available in electronic format on the Internet. In addition, these data constitute the NRC's repository which could be used by other agencies in the future.
The REIRS database is maintained on an NRC owned NT server with 10 gigabytes of storage capacity. It is managed using ORACLE and SQL. Additionel software has been developed for loading the data into the NT server. The data is entered into a personal computer (PC), verified, and then converted to an ASCll file for transfer to the NT server.
A second database, the NRC " Employee Exposure Database System (EEDS)," contains the occupational radiation exposure records for NRC employees. EEDS is maintained and managed in a manner similar to that of REIRS. The EEDS and REIRS data are stored in separate ORACLE data tables on the same NT server.
RES-99-050 The contractor managed EEDS and REIRS databases are accessible only to the NRC Project Manager and NRC authorized users via the Internet and are secured by the contractor's firewall using password protection and data encryption. In addition to database management, the NRC Project Manager requests that special analyses are performed by the contractor several times a year.

OF PRIOR EFFORTS 1.1.1
" Support of Collection and Analysis of Radiation Excosure Data" A key part of this program has been a five year NRC sponsored contract (NRC-04-94-053) to assist the NRC staff with the overall management and operation of the REIRS and EEDS j
databases. During this period the contractor also developed and implemented (1) a World Wide Web site for the dissemination of NRC radiation exposure information, and (2) the REIRS related Wir dows based tools called REIRView and REMIT (both are described in the following section).
1.1.2 REIRS Software Tools for Licensee Use in order to facilitate the validation, recording. and reporting of radiation exposure information by NRC licensees, two user friendly Windows based tools were developed. Both tools are available to NRC licensees via links to the NRC's main Internet web page.
The first toolis the REIRView data validation software. REIRView allows NRC licensees to review their electronic data files prior to submitting employee exposure data to the NRC. More specifically, REIRView allows the licensee to (1) validate the data and format of the submittal in accordance with Regulatory Guide 8.7 Revision 1, Appendix A (June 1992), (2) review all errors and wamings identified in the submittal, and (3) view a summary of the data to verify dose distnbution and totals.
The second toolis the Radiation Exposure Monitonng and Information Transmittal (REMIT) system. REMIT was designed to assist NRC licensees in meeting the reporting requirements of 10 CFR Part 20 and in agreement with the guidance contained in Regulatory Guide 8.7, Revision 1 (June 1992). REMIT is a Windows based menu dnven system that facilitates the manipulation of database files to record and report radiation exposure information. REMIT is user-friendly and contains context-sensitive help. Licensees can enter data directly from NRC Form 5s or Form 4s. REMIT allows the licensee to view the individual's exposure in relation to regulatory or administrative limits and will alert the user to exposures in excess of these limits.
The system also provides for the calculation and summation of dose from intakes and the determination of the dose to the maximally exposed extremity for the monitoring year. REMIT can provide NRC Form 4s and Form 5s in paper and electronic format and can import and export data from ASCll and database files.

l RES-99-050 1.1.3 2 Radiation Exoosure information on the Intemet in May of 1995, the NRC began purruing the dissemination of radiation exposure information via a World Wide Web site on the Internet.' This allows interested parties with the appropriate equipment to access the data electronically rather than through the published NUREG-0713 document. A web site was created for radiation exposure and linked into the main NRC web page. The web site contains up-to-date information on radiation exposure, as well as information and guidance on reporting radiation exposure information to the NRC. Interested parties may read the documents on-line or down-load information to their systems for further analysis.' Software tools, such as REIRView and REMIT are also available for downloading via the web site. There are also links to other' web sites dealing with the topics of radiation and health physics.
- 2.0 CONTRACT OBJECTIVES The objective of the REIRS project is to provide NRC with data for evaluating licensee performance and for conducting health effects research. 'The data is further utilized by the NRC to identify high dose facilities and to identify dose trends More specifically, the data is used by the NRC as follows.

The data permit evaluation, from the viewpoint of trends, of the effectiveness of -
the overall NRC/ licensee radiation protection and ALARA efforts by certain -
licensees.'

RES-99-050 3.0 SYSTEM OPERATIONS NRC receives from its licensees approximately 200,000 exposure reports in the mail annually.
The reports are packaged into lots consisting of exposure reports and miscellaneous correspondence. These lots are numbered, logged and mailed to the REIRS/EEDS contractor l
for processing.
The contractor shall be responsible for all aspects of the activities related to the collection and analysis of exposure data to be maintained in the NRC's REIRS and EEDS databases. This includes assisting the NRC in the processing and management of radiation exposure reports as previously described. The contractor shall furnish the necessary qualified personnel for data entry, quality control and assurance, statistical analysis, database management, hardware maintenance, software maintenance, technical writing, and any other personnel necessary to perform the system operations. Specific requirements for key personnel are stated under Section 8.0, " Required Expertise " The contractor shall ensure that all databases and related software packages are year 2000 (Y2K) compliant.
The contractor shall have primary responsibility for the preparation of the annual NUREG-0713 report. The contractor's staff shall coordinate with the NRC Project Manager in obtaining all the data necessary for the reports. The NRC Project Manager will search the NRC's document control system (NUDOCS) and nuclear materials events database (NMED) to ensure that all occupational radiation exposure reports are found. This information with analysis will be provided to the contractor for inclusion in the annual NUREG-0713 report. The contractor must communicate with the NRC Regional Offices and other NRC offices to ensure that the data published is complete and correct.
4.0 PROJECT TASKS 4.1 TASK 1 System Installation The contractor shall be responsible for the management and integrity of the system software and hardware to ensure that all exposure data collected, past, present, and future, are nisintained in relati~ hal databases. The system software and hardware should allow the data to o
be easily accessed, updated, manipulated and maintained indefinitely. The contractor shall manage the use of data entry software and a user's guide for entering in the data received pursuant to 10 CFR Part 20, and will modify it appropnately if the NRC Project Manager requests that additional data be entered, j
The contractor shall process data received on NRC Form 5 (submitted on paper or in electronic equivalent) as described in Appendix A to Regulatory Guide 8.7, Revision 1 (June 1992). The contractor shall respond to NRC requests for reports and query searches within three working days. The systems shall be accessible only to the NRC Project Manager and NRC authorized users via the Internet for the extraction of individual exposure histories and other data needs.
Access via the Internet shall be secured through the contractor's firewall using password
. protection and data encryption.
All systems shall be operable and verified within four weeks after the awarding of the contract.

RES-99-050 Once the system op stions are initiated, any contractor proposed system changes shall be require the written approval of the NRC Project Manager. Should the NRC Project Manager request that changes be made to the various databases, that are not within the ucope, cost, or period of performance, the contractor shall submit to the NRC Contracting Officer a change order proposal that includes the estimated cost of such changes and a milestone schedule for completing the modifications. Any changes requiring additional costs under this contract must be approved by the Contracting Officer.
4.2 TASK 2 Licensee Database The contractor shall maintain a database containing information on approximately 20,000 NRC licensees that have at one time or another been required to report to REIRS. The contractor shall query the licensee database at least annually to ensure that radiation exposure reports were received from those licensees required to report based on data from the Office of Nuclear Material Safety and Safeguards (NMSS) Active Licensee List and the Office of Nuclear Reactor i
Regulation (NRR) Information Digest for Reactors. A list of licensees from whom reports are i
expected but not received, shall be transmitted to the NRC Project Manager by June 1 of each year. Licensees that report for the first time shall be added to the licensee database. Licensees shall be deleted from the database at the direction of the NRC Project Manager if it is determineo that they are no longer required to report to the NRC.
l 4.3 TASK 3 Receipt of incomina Licensee Data l
Approximately 200,000 individual exposure reports are received by NRC between February and l
April of each year. It is estimated that about half of these reports will be in the electronic format l
given in Regulatory 8.7, Revision 1, Appendix A (June 1992). The balance, provided on paper, will be on an NRC Form 5 or an equivalent format containing all necessary informatiori. In addition, about 200 other miscellaneous reports (often corrected reports) are received each year.' These reports will be logged in and forwarded to the contractor by the NRC staff. The contractor shall maintain a log of incoming lots, and transport the lots to the appropriate person l
for data entry or verification of electronic files. The original paper or electronic licensee reports l
shall be stored by the contractor for a period of not less than two years after inclusion of the data in the database. The contractor shall provide secured and fireproof storage of the electronic database backups, alllicensee exposure reports, and other related records as described under Section 10.0," Security and Backup Requirements."
l 4.4 TASK 4 Data Entry of Licensee Data The contractor shall manage and maintain a user friendiy data entry software package to allow Gfficient entering of exposure data. The software package should have context sensitive help and built in error checking routines to minimize data entry errors. Data from nuclear power reactors and non-reactor licensees should be maintained in separate databases but, should be queriable simultaneously. The contractor should have personnel and facihties capable of cntering in all data received by April 30* of each year, and no later than July 1 of the same year.
The data shall be identified and processed by batch number. Each batch shall contain no more than 2,500 records. The contractor shall track each batch through receipt, data entry, quality control, final quality assurance, NT server loading, storage and final record destruction. As

4.5 TASK 5 REMIT and REIRView Software Tools for Licensee Use (a)

The contractor shall submit a camera-ready copy and one electronic copy (using NRC compatible software) of NUREG -0713 that contains all text and tables and graphics, as directed by the NRC Project Manager. NUREG-0713 is normally similar to the NUREG-0713 produced the previous year. However, when directed by the NRC Project Manager, the contractor shall research, analyze, and include other data in the NUREG-0713. As the needs of the NRC change, the contractor shall be responsible for mod:fying existing software programs or developing new programs necessary for conducting various other analyses.
4.7 TASK 7 NRC Emolovee Exposure Database The contractor shall manage and maintain the NRC Employee Exposure Database System (EEDS) containing NRC employee information of approximately 4,000 NRC employees that have at one time or another been issued !adiation dosimeters by the NRC. The EEDS database shall be maintained separate from the REIRS database but shall be compatible.

Receiot and Desionation of incomino NRC Exoosure Data: Approximately 1,200 NRC
. employee exposure reports from the NRC's dosimetry processor are expected to be received by the NMSS Technical Monitor each quarter. These reports will be forwarded to the contractor by the NRC Project Manager. The contractor shall maintain a lot tog of each quarter's reports and transport the lots to the appropriate person for data entry of verification of electronic files, The electronic media shall be stored by the contractor for a period of not less than 2 years after inclusion of the data in the EEDS database, in a secured manier as discussed under Section 10.0, "Secunty and Backup Requirements '
(b)
NRC Exoosure Data Format: The exposure data will be in electronic format similar to that stated in Regulatory Guide 8.7, Revision 1 (June 1992), with the exception of substituting " account number" for the " license number" field and entering NRC as the licensee name.

Data Entry of NRC Exposure Data: The contractor shall use the REIRS data entry software package to permit loading of the NRC employee exposure data. The contractor shall track each batch of data through receipt, data entry, quality control, final quality assurance, and loading.
(d)
Data Access: Other than the contractor, the EEDS database shall be accessible only to the NRC Project Manager and NRC authorized users via the Internet. Access via the Internet shall be secured by the contractor's firewall using password protection and data encryption.
(e)
NRC Employee Exoosure Reports: The contractor shall prepare queries for use by NRC i
Headquarters and Regional Radiation Safety Officers to produce the following reports:
individual exposure reports, quarterly office reports, annual office reports, and a year-end dose distribution. The Headquarters and Regional Radiation Safety Officers will already have the software installed on their personal computers to access the NRC Employee Exposure Database and produce these reports. The query for the individual exposure report shall consist of the employee's name, office assignment, social secunty number (SSN), date of birth (DOB), and occupational exposure using DDE SDE/WB.
SDE/ME, LDE, CDE, and CEDE. The query for the quarterly office report shall contain an alphabetical list of office employees with their quarterly occupational exposures using DDE, SDE/WB, measurable internal dose, and the total exposure. The query for the annual report shall consist of two pages. The first page will contain an alphabeticallist of office employees with their annual occupational exposures using DDE, SDE/WB, SDE/ME, LDE, CDE, and CEDE, and the total exposure, for each office. The second page shall contain individual annual exposure reports for each employee monitored. The year-end dose distribution shall contain the office name and a statistical summary of exposures similar to the former 10 CFR 20.407 report. The Office of Human Resources (HR) will provide a disk, on a quarterly basis, containing current employees by name, SSN, and office assignment. The contractor shall also prepare the dosimetry issue log.
The information used in this log will be based on the disk provided by HR and the disk provided by the NRC's dosimetry processor.
(f)
Deliverables: Quarterly office reports shall be due to the NRC within 30 days of contractor receipt of the NRC processor's disk from the NRC Project Manager. Annual reports and year-end dose distribution shall be due to the NRC within 45 days of contractor receipt of the NRC processor's fourth auarter disk from the NRC Project

Reportino Reouirements: In addition to the reporting requirements specified in Section 6.0, " Reporting Requirements," the contractor shall submit a Lot Log Summary within 30 days of the end of the quarter. The Lot Log Summary shallinclude a summary of the reports submitted on computer disk by the NRC Headquarters Radiation Safety Officer according to lot number Attached to this report sha!! be a quality assurance report specifying the number of lots verified by time and date.
I RES-99-050 4.8 TASK 8 Quality Assurance (a)
REIRS Database: The contractor shall have quality assurance procedures that maintain the overall error rate within the REIRS database to less than 1 percent. Statistical methods shall be used in these procedures. The NRC Project Manager must approve any quality assurance procedures to be used on the REIRS database. If the error rate of a given batch is greater than 1 percent, the contractor shall re-enter all of the data at the expense of the contractor. Re-entered data shall be treated the same as previously un-entered data in terms of quality control and quality assurance. Once the error rate of a batch is determined to be less than 1 percent, it should be appended to the REIRS database.
(b)
EEDS Database: The contractor shall use the REIRS data quality assurance procedures for the NRC licensee exposure data. In addition, the contractor shall verify each NRC l
employee's name, SSN, and office assignment using the disk provided by the Office of Human Resources and make any necessary corrections to these particular data. The contractor shall provide a quahty assurance report for each NRC office to the NMSS

Technical Monitor. This quakty assurance report shall consist of a listing of acceptable records for each NRC office and a hsting of all records that generated an error message.
The NMSS Technical Monitor shall distnbute these reports and willinform the NRC Project Managerif the NRC intends to keep the NRC dosimetry processor's disk. If this disk 'is to be rejected, the contractor shall return the disk to the NRC Project Manager. If the disk is to be accepted, the NMSS Technical Monitor will provide a list of typographical errors or other minor corrections to the NRC Project Manager. The NRC Project Manager willinstruct the contractor to make the corrections and load the data.
4.9 TASK 9 Ad-Hoc Reoorts The contractor shall modify or develop computer programs necessary for developing various other reports, as directed by the NRC Project Manager These ad-hoc reports are generally

required within a 5-7 day turnaround penod. at the direction of the NRC Project Manager.
Ad-hoc reports to support rulemaking shall require the approval of the NRC Project Manager.
i 4.10 TASK 10 Technical Assistance for Dosime'rv Recordkeeoina and Reportina Recuirements of 10 CFR Part 20 j
The contractor shall provide technical support to the NRC in the area of dosimetry records and software development. During each year, the NRC Project Manager shall assign various technical assistance tasks to the contractor. It is estimated that at least 1,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> per year of contractor effort will be r;eeded to perform these tasks.
i 4.11 TASK 11 Provide Maintenance for All NRC Owned Ecuioment The contractor shall provide all needed maintenance and normal supplies for all NRC owned i
computer hardware and software.
4.12 TASK 12 Manaoe Radiation Exposure Information on the internet
RES-99-050 The contractor shall manage a web site on the Intemet for the primary purpose of disseminating radiation exposure information. The contractor shall maintain at least two home pages at this web site. One web page shall contain in,'ormation on occupational radiation exposure at NRC licensed facilities and other related topics (i.e., REIRS). Whereas, the second web page shall contain information that only pertains to the occupational exposure of NRC employees (i.e.,
EEDS). Any changes to the web site shall require the approval of the NRC Project Manager.
(a)
REIRS Home Paoe: The REIRS home page shall be linked into the NRC's main web site. The REIRS home page site shallinclude the following information.
(1) The REIRS home page shall have a "Welcome"section, a "What's New at This Site" section, and a " Year 2,000 Statement" section. The Y2K section shall state that REIRS was certified Y2K compliant by the NRC by requiring the use of a four digit year.
(2) Annual Report on Occupational Radiation Exposure (NUREG-0713) - This section shall include the latest news on the annual report with a schedule of availability of data, updates, and errata. It shall also include the complete annual j
reports for previous years as required by the NRC Project Manager.
i (3) Reporting Radiation Exposure to the NRC - This section shall provide the mailing address of the NRC REIRS Project Manager to whom reports of personne! radiation monitonng under 10 CFR 20.2206 should be sent. The EEDS home page site shall include the following information (1) The EEDS home page shall have a section explaining the EEDS system and a section providing information on technical support contacts.
(2) Downloading the InfoMaker Report Library - This section shall provide instructions for downloading the InfoMaker report library that contains the latest reports for accessing EEDS information.
(3) Validation Flowchart - This section shall provide a flowchart detailing the validation process for NRC employee exposure records.
(4) Saving Reporf Output as a File - This section shall explain how the InfoMaker report output can be saved as a file (5) EEDS User Reference Manual-This section shall provide the complete User Reference Manual for the NRC Employee Exposure Database System (EEDS).
5.0 DEllVERABLES AND TIMETABLES (a)
The contractor shall make arrangements for the transport of government furnished hardware and software within 14 days of contract award. All databases, appropriate software, and hardware should be operational for use within 60 calendar days of contract

A draft'of NUREG-0713 for the preceding year shall be submitted to the NRC Project Manager by July 1 of each year. NRC comments on the draft report shall be provided to the contractor within 30 calendar days of receipt.

A final camera ready version of NUREG-0713; incorporating all NRC comments, shall be submitted by the contractor to the NRC Project Manager within 15 calendar days of the receipt of NRC comments,

A monthly letter status report containing both technical and financial information shall be submitted to the NRC Project Manager and Contracting Officer within 15 days of the end of each month. The contents of tha report shall be in accordance with Section 6.0,
" Reporting Requirements."

Special analyses shall be submitted to the NRC Project Manager on a schedule agreed upon at the date of the request.
6.0 REPORTING REQUIREMENTS The contractor shall submit a Lot Log Summary and Disk Log / Quality Assurance Summary by the 15* day of each month. The Lot Log Summary shallinclude a summary of the paper reports submitted by licensees according to lot number. The Disk Log shallinclude a summary of the reports submitted on computer disk by licensees according to lot number. Attached to this report shall be a quality assurance report specifying the number of lots verified by date and time.
The contractor shall submit to the NRC Project Manager and Contracting Officer a monthly letter status report by the 15'" of each month that includes both technical and financialinformation.

result of this contract warrants publication in refereed science and engineering journals. Such publication shall focus on advances in science and technology, and minimize conclusions and/or recommendaiions which may have regulatory implications. The Contracting Officer will make the final determination whether the publication of research results is within the scope of work under this contract, and therefore, an allowable cost. The Contracting Officer shall notify the contractor of the decision in writing. The contractor shall not incur costs associated with such t

RES-99-050 publications until after receipt by the contractor of notification that publication should be pursued.
If the decision is made to publish, the contractor should actively pursue the publication in accordance with the provision of NRC Handbook 3.8 and NRC Manual Chapter 3206. The contractor shall coordinate all such publications with, and transmit a copy of the proposed article to, the NRC Project Manager for review and approval prior to final publication. The intent of this provision is to facilitate the broad dissemination of significant information. It is not intended to control the publication of research supported by the NRC.

This person shall have an in depth knowledge of both PC based and NT based data management software packages including Oracle, SQL, Foxpro. Infomaker, and C. Also, the Lead Analyst shall have an in depth knowledge of the NRC distributed Windows applications REIRView and REMIT programs used by licensees to validate data entries and to produce an annual electronic exposure report, respectively. The Lead Analyst shall have immediate access to all other personnel needed for the project. The Lead Analyst shall be responsible for the management of the annual statistical reports and other statistical distributions. The position of Lead Analyst shall require about 980 hours0.0113 days <br />0.272 hours <br />0.00162 weeks <br />3.7289e-4 months <br /> per year.
- 2. Database Admmistrator-The contractor shall designate a Database Administrator to be responsible for updating, maintaining, and querying the REIRS and EEDS databases. The Database Administrator shall prepare the data for finalloading into the databases and oversee the loading of the data as needed by the Lead Analyst.

- 8. Website Developer - The contractor shall designate a website developer to develop and maintain the "Information on Occupational Radiation Exposure" website.
While it is acceptable that an individual may serve in more than one of these positions, it is I
important that the contractor have access to a broad range of professionals to meet the needs of this contract. Resumes shall be provided that include detailed information on relevant experience.
9.0 ESTIMATED LEVEL OF EFFORT AND PERIOD OF PERFORMANCE The level of effort needed to complete all of the tasks under Section 4, " Tasks," is estimated to be 1.5 FTE per year by nontechnical and clerical staff and 1.25 FTE per year by technical and professional staff. The period of performance will be for 5 years and shall include two base years (Year 1 and Year 2) and three option years (Year 3. Year 4, and Year 5). The total effort for this project is approximately 6 25 FTE for professional and 7.5 FTE for clerical staff-years for the duration of the contact.
10.0 SECURITY AND BACKUP REQUIREMENTS Because the exposure data constitute a system of records that is subject to the Privacy Act, the contractor shall treat the incoming and processed data as " confidential" (sensitive unclassified)
The REIRS and EEDS database information shall only be accessible to the NRC Project Manager and NRC authorized users. Access to the REIRS and EEDS database shall be via the Internet and information shall be secured by the contractor's firewall using password protection and data encryption. Except for the NRC Project Manager and NRC authorized users, none of the RElRS analyses are to be released to anyone without the written approval of the NRC Project Manager, The EEDS analy es shall only be released to the NRC Project Manager, the NMSS Technical Monitor, or the NRC Headquarters and Regional Radiation Safety Officers.
The source documents (i.e., paper or electronic radiation exposure records ) shall not be left unattended unless they are in a locked area. After the source documents have been processed rnd the verified data loaded into the REIRS or EEDS databases, the source documents must be 1

l RES-99-050 maintained for a period of two years or until the expiration of this contract. At that time, the documents must be destroyed by shredding, incineration, or any other completely destructive

method approved by the NRC Project Manager. Electronic media shall be completely erased and verified prior to disposal or recycling.
In order to safeguard the REIRS and EEDS data, backup procedures shall be developed by the contractor and approved by the NRC Project Manager. The goal of these procedures shall be to minimize the amount of data that could be lost due to a catastrophic equipment failure and to provide a means for recovery of data that has been lost or corrupted. The contractor shall maintain backups of the REIRS and EEDS databases at an offsite location (as described below), in the event that partial or catastrophic recovery of the data is needed.

l shall be stored by the contractor at an offsite, locked / fireproof, location. 11.0 MEETINGS AND TRAVEL lt is estimated that two trips per year shall be required for the Lead Analyst to travel to NRC Headquarters in Rockville, MD or to the NRC Regions, for 1-2 day program briefings with NRC staff. It is also estimated that two trips per year shall be required for one individual to participate in professional and technical meetings on radiation dosimetry or related topics. Any domestic travel to be charges against project funds requires the prior written approval of the NRC Project Manager. No foreign travelis expected or required.

D RES-99-050 13.0 LINKAGE TO NRC STR/ ' ;GIC PLAN in the NRC's "FY 1998-2003 Strategic Plan," the NRC desenbes " performance" goals as the measurable outcome-oriented results that indicate whether the NRC is achieving its " strategic" goals. In that plan, REIRS is identified as one of the primary data systems providing the measurable results necessary to apply the agency's performance goals to implement this strategic plan. Specifically, REIRS is used to support the performance goals conceming nuclear reactor and nuclear materials safety to demonstrate zero deaths resulting from radiation or radioactivity releases from civilian nuclear reactors and from civilian use of source, byproduct, and special nuclear material, respectively.

15.0 SUBCONTRACTS Subcontracts related or funded under this project require the prior wntten approval of the NRC Project Manager as is discussed in the FAR clause 52 244-2.
16.0 DISPOSAL OF PROPERTIES At the conclusion of the contract, the contractor shall discuss with, and with the approval of, the NRC Project Manager determine the ultimate disposition of materials purchased and developed during the course of the contract. A letter from the contractor shallitemize and discuss the contractors plans for transfer, retention, and disposal of all equipment, information, software, and technical reports.
