Dear Sir:

The enclosed Security Plan documents physical and procedural measures to prevent (a) thef t of reactor fuel and (b) sabotage to the Rensselaer Polytechnic Institute (RPI) Reactor Critical Facility (RCF). This Security Plan supercedes the previous version dated April 1983 and transmitted to the USNRC on April 26, 1983.

The previous Security Plan dealt with protection of Special Nuclear Material (SNM) of Moderate Strategic Significance, specifically 177 Highly Enriched Uranium (HEU) fuel plates containing 4980.54 gr of Uranium 235, at the RCF.

All these HEU fuel plates were shipped out from the RCF on December 4, 1986 (attached letter to Dr. Thomas E. Murley, NRC). Therefore the enclosed Security Plan deals with protection of SNM of Low Strategic Significance, namely 592 pieces of Low Enriched Uranium (LEU) fuel in the form of fuel rods made up of UO2 Pellets clad in stainless steel, with a Uranium 235 enrichment equal to 4.8 w/o (attached letter to Mr. Kent Ziech, ANL).

Please assure that the enclosed Security Plan will not be made available for inspection and copying in the NRC Public Document Room, pursuant to the exemptions defined in 10CFR2.790 (d) for the condition defined in 10CFR.73.21a.
