Gentlemen:

This refers to the inspection conducted by Mr. C. A. Hackney of this office

t 'during the period November 17-21, 1986, of activities authorized by NRC

Operating License NPF-38, for Waterford 3 Steam Electric Station and to the

< discussion of our findings with you and other members of your staff at the

4 conclusion of the inspection.

Areas examined during the inspection included notifications and communications,

' changes to the' emergency preparedness program, and shift staffing and

1 augmentation. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with personnel,

~

andl observations by the NRC inspector. The inspection findings are documented

'in the enclosed inspection report.

' During this inspection, it was found that certain of your activities were in

. violation of NRC requirements. Normally, you are required to respond to

violations, in writing, in accordance with the provisions of Section 2.201 of

, s' the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your> response during the inspection, which included an admission of the alleged

-violation, an explanation of the causes, corrective steps which have been taken

swithithe immediate results, and the outlined corrective steps which will be

taken to avoid further violations, was based on the specifics contained in the

Notice of V 'lation enclosed with this letter. Therefore, no written response

to'this'v~.sation is required.
