APPENDIX A NOTICE OF VIOLATION Louisiana P.?wer & Light Company Docket:
50-382/86-27 Waterford Generating Station, Unit 3 License:
NPF-38 During an NRC inspection conducted on November 17-21, 1986, a violation of NRC requirements was identified.
The violation involved failure to follow procedures for certain emergency preparedness procedures.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C (1986), the violation is listed below:
Failure to Follow Procedures'- Emergency Organization Documentation and Control Technical Specification 6.8.1 states that, " Written procedures shall be established, implemented, and maintained covering the activities referenced below:
e.
Emergency Plan Implementation."
EP-3-050, section 5.3.1.2.1 states that, "A pen-and-ink change shall be entered in the Emergency Management Resources Book... b.
The correction must be initialed and dated by the person making the change."
Contrary to the above, changes had been made to the Emergency Management Resources Book located in the control room, technical support center and the emergency operations facility without having been initialed and dated as required in procedure E-3-050.
This is a Severity Level V violation.

The licensee responded to the provisions of 10 CFR 2.201 during the inspection, and the corrective actions were reviewed by the NRC inspector.
The licensee admitted to the violation and took corrective steps as described in the inspection report along with the steps being taken to avoid further violations.
The licensee is currently in compliance, therefore, no further response is required.
