SUBJECT:

MASONRY WALL DESIGN The staff has completed its evaluation of Toledo Edison Company's submittals dated September 23, 1985 (No. 1183) and December 17, 1985 (No. 1219) which present a re-analyses of 74 masonry walls which had originally been qualified using the energy balance technique. Your re-analyses of these walls demonstrate that upor removal of certain excessive conservatisms from the original analyses, the 74 walls can be qualified using the working stress methodology.

Based on its evaluation of your submittals, the staff concurs that the 74 walls can be qualified using a methodology acceptable to the staff if excessive conservatisms are eliminated from the analyses. Therefore, the staff concludes that the issues associated with application of the energy balance technique at the Davis-Besse Nuclear Power Station are satisfactorily resolved and Items 2(b) and 3 of IE Bulletin 80-11 are considered fully implemented.

The staff was assisted in its evaluation by Franklin Research Center. The Franklin Research Center Technical Evaluation Report and the staff's Safety Evaluation Report are Enclosed.
