Inspection Report No. 50-293/86-34
This letter refers to the routine safety inspection (50-293/86-34) conducted by
Dr. M. McBride and Mr. J. Lyash of this office on September 16, 1986 to October
20, 1986, at the Pilgrim Nuclear Power Station, Plymouth, Massachusetts. Areas
examined during this inspection are described in the NRC Region I Inspection
Report which is enclosed with this letter. We identified one violation of NRC
requirements as discussed in the enclosed Notice of Violation. Please respond
to the Notice within thirty days from receipt of this letter.
We are concerned that your initial followup to fire protection and security
issues identified during the inspection was not comprehensive.
In each case,
immediate actions by your staff were prompt, but limited.
Comprehensive
actions were only taken af ter prompting by our inspectors. Additional examples
of limited response to previous problems include the lack of action on adverse
trends identified in the condition of low pressure emergency cooling equipment
(section 2.0 of our report) and continuing problems with surveillance test
scheduling (section 3.c of our report). These areas deserve your attention.
The response directed by this letter and the accompanying Notice is not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
Appendix A to this letter and a section of thr. enclosed inspection report
contain details of your security program that have been determined to be
exempt from public disclosure in accordance with 10 CFR 73.21 (Safeguards
Information). Therefore, they will not be placed in the NRC Public Document
Room and will receive limited distribution. This letter and the remaining
sections of the inspection report will be placed in the Public Document Room,
in accordance with 10 CFR 2.790(a).
