i Gentlemen:
SUBJECT' INSPECTION OF COMPLIANCE WITH 10 CFR 50, APPENDIX R, APPLICABLE SECTIONS AND ASSOCIATED FIRE PROTECTION FEATURES - BYRON 2 - DOCKET NO. 50-455 This letter is to confirm the dates of September 22-26, 1986, for the special inspection of the Byron Unit 2 plant which were established during the telephone conversation of July 30, 1986, between Mr. Tony Miosi of your staff, and Mr. Joe Ulie of this office.
The purpose of this inspection is to evaluate the Byron Unit 2 plant for

compliance with the applicable sections of Appendix R to 10 CFR 50.
In addition, this inspection will review the implementation of the Fire Protection Program and include a followup on current outstanding fire protection open items. This will be a team-type inspection composed of personnel from the NRC Region III office, our contractors (Brookhaven National Laboratory), and based on their availability, personnel from NRC's Headquarter's offices.
In order for us to properly prepare and perform this type of comprehensive and complex inspection, we request that you provide this office with the latest revision to the following additional information by September 9,1986:
i 1.
Piping and instrumentation (flow) diagrams for hot standby (shutdown) i and cold shutdown systems, alternative or dedicated shutdown systems and the reactor coolant pump oil collection system.
2.
Plant layout and equipment location drawings which identify the physical plant locations of hot standby (shutdown) and cold shutdown equipment.
3.
Clearly marked-up electrical raceway drawings which identify the cable routing of power and control circuits for those plant systems necessary to achieve and maintain hot standby (shutdown). Drawings should also identify exactly where cable v,,)ing has been installed and the extent to which cable wrapping has been installed. Also, identify the equipment and cabling which is redundant or alternative to the cabling that has been wrapped.

Control electrical distribution diagrams, control schemes for shutdown components which are being controlled from the remote shutdown panel, and single line AC and DC power.
5.
Plant layout drawings wh1ch identify fire area delineation and fire protection equipment locations.
6.
Marked-up plant layout drawings which identify the locations of emergency lighting units.
7.
Associated drawings which depict the physical and seismic design of reactor coolant pump oil collection system.
8.
Associated circuit analysis including drawings of alternate shutdown i
panel, circuits and fuse coordination.
9.
Plant Operating Procedures which describe normal hot and cold shutdown from inside the control room, emergency hot and cold shutdown from emergency control stations outside and independent of the cnntrol room, and shutdown operations which utilize alternative or dedicated shutdown capability and natural circulation.

Fire damage control and repair procedures for cold shutdown systems.
- 11. Safe Shutdown Analysis (SSA) and a current Fire Hazards Analysis (FHA).
The SSA and FHA need to list safe shutdown equipment and cabling in each area.
If you have already submitted to the NRC documents providing portions of the information requested, please identify those documents in your response to this letter.
Further, to assist in our inspection effort, please advise us in sunmary format of any deviation (s)/ exemption (s) requested and granted or requested and pending related to the applicable sections of 10 CFR 50, Appendix R.
In addition to the information requested above, copies of any other analyses and/or evaluations which demonstrate compliance to the applicable sections of Appendix R, including any analysis written to satisfy Generic Letter 86-10, should be available on site for review during this inspection. Appropriate personnel, knowledgeable with respect to those plant systems required for safe shutdown and their capabilities, should be available at the site during this inspection. Following the entrance meeting, we would appreciate a plant familiarization tour relative to creas containing safe shutdown equipment.
Also, we request that your staff make the necessary arrangements to permit team members ready access to the radiologically controlled areas of the plant if necessary.
