A special Health Physics Appraisal was conducted during the period
October 20-24, 1986. The purpose of the inspection was to review the status,
implementation and effectiveness of your actions taken to upgrade your

The findings of the appraisal indicate that improvement in the Radiological
- Controls Program at P;ilgrim Station has been made. However, significant weak-
! nesses are sg111 apparent in the area of Radiation Protection Section interface
! and comm' u nication with other station groups. Also, management oversight of the
i program continues to need improvement in that individual and group accounta-
bility is not stressed nor has an adequate station goals program been estab-
lished and implemented. As a result of these significant weaknesses, we will
not,.at this time, terminate the Order.

These significant weaknesses and items for improvement or clarification have
been discussed with your staff and have been identified in the enclosed
inspection report.
We request' that you review the items identified in the attached report and
respond within 30 days of this letter on actions planned or taken to eliminate
these weaknesses and to upgrade the effectiveness of your radiological control
program.
