Dear Chairman Palladino:

I am writing once again to urge the Nuclear Regulatory Commission to conduct a full and complete review of the safety of the Diablo Canyon Nuclear Power Plant.
I am distressed to learn of the problems encountered with the investigation done by Robert L. Cloud Associates, under contract to Pacific Gas and Electric Company.

to be many irregularities and inconsistencies between the j
october draf t of his report, which was submitted to PG&E for review, and the November draft which was then released to the Commission and the public.
Because of the apparent collaboration of PG&E and Dr. Cloud on the November version of the report, there hav'e arisen many questions,as to the objectivity of Dr. Cloud, the independence of his investigation, the thoroughness of his investigation, and the subsequent safety of the plant itself.
I realize that there has been a great deal of controversy over the licensing and operation of this plutt.
- However, the ultimate question which remains to be w.swered.is whether or not the facilib.7 is safe and can withstad an earthquake with no ill' effects.
If any doubt exists as to this plant's safety, then I urge the Commission to refuse licensing at this time.
