Gentlemen:
This refers to the inspection conducted by P. H. Harrell of this office during
the period June 1-30, 1986, of activities authorized by NRC Operating
License DPR-40 for the Fort Calhoun Station, and to the discussion of our
findings with Mr. W. G. Gates at the conclusion of the inspection.
Areas examined during the inspectior included operational safety verification;
maintenance; surveillance; plant tours; safety-related system walkdown;
followup on a'previously identified item; followup on IE Information Notices
and.IE Bulletins issued for information only; followup on a licensee event
report; and fo)lowup on NUREG-0737 (TMI) Item I.D.2,
implementation of a
safety parameter display system. Within these areas, the inspection consisted
aof selective examination of procedures and representative records, interviews
with personnel, and observations by the inspector.
The findings are documented
in the-enclosed inspection report.
During this inspection, it was found that certain of your activities appeared
to deviate from a commitment made to the NRC.
This item and references to the
commitment are identified in the enclosed Notice of Deviation.
You are
requested to respond to this deviation in writing.
Your response should be
based on the specifics contained in the Notice of Deviation enclosed with this
letter.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed ' inspection report.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
