Gentlemen:

This refers to the routine safety inspection conducted by NRC inspectors,

M. M. Holzmer and P. L. Eng of this office on December 30, 1986 through

February 3,1987, of activities at the Zion Nuclear Generating Station,

authorized by Licenses No. DPR-39 and No. DPR-48 and to the discussion

of our findings with Mr. G. Pliml at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. Our concern with

this violation is not based so much on the short time that surveillance

requirements were not implemented, as on the six months that were available

to put procedures in place before the requirements took effect. A written

response is required.

With regard to the December 30, 1986 event in which Unit 2 Reactor Coolant

System pressure was below the Technical Specifications lower limit of 2205

psig, we are concerned that this pressure transient was not detected for over

three hours by either the unit operator or shift supervision. We are also

concerned that no Reactor Coolant System low pressure alarm was received.

In addition to your response to the Notice of Violation described in the

preceding paragraph, please include your assessment of the two concerns

described above, and any actions taken or planned to prevent their recurrence.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.
