REVIEW 0F 01 INVESTIGATION REPORTS FOR NT0Ls On May 14, 1986, NRR Office-Letter No. 50 was distributed to all NRR personnel. OLf 50 covers the policy and precedures for reviewing 01 Investigation Reports as they are received by NRR.

Please be aware that Mr. Denton's earlier memorandum to you (copy cttached) contained additional instructions for reviewing older 01 reports on NT0Ls. Those instructions are still valid and were not superseded by 0Lf50.

DRAFT NRR OFFICE LETTER N0. 50:

POLICY AND PROCEDURE FOR THE DISPOSITION OF INVESTIGATIVE REPORTS AND RELATED INFORMATION RECEIVED FROM THE OFFICE OF INVESTIGATIONS The subject draft office letter is enclosed for your comment. However, it is to be implemented immediately. The more important provisions are:

1.

Division Directors are responsible for ensuring that 0! reports covering their plants and areas of responsibility are thoroughly reviewed.

The fact that the transmittal memorandum accompanying these reports is normally addressed to a Regional Administrator does not relieve you of this responsibility.

2.

Division Directors are responsible for preparing a memorandum to the

. Director, NRR, summarizing the report. This memo must also include:

a.

An assessment of the conclusions reached by 01. This is to be based on your independent review of the evidence presented in the report.

It is important to note that we are not bound by the report's conclusions. We are, however, bound by the evidence presented in the report. OELD is also being tasked with reviewing these reports.

You may confer with OELD as necessary, b.

The identification and assessment of the safety significance of the technical and managerial issues raised by the report.

c.

The plan and schedule for addressing the issues raised by the report.

(This may include oversight of Regional action items.)

d.

The impact of the report on continued plant operations, on pending licensing decisions, or other licensing activities.

. In addition to the above which pertains to the ongoing process of reviewing 01 reports as they are received, Division Directors must also ensure that all closed cases on NTOLs are also reviewed, as above.

In these cases the memorandum to the Director, NRR, may include the sumary of more than i

one OI report. Normally, the memorandum required by 2., above, should be f

received by the Director, NRR, within 15 workdays of your receipt of the OI report.

For Palo Verde 2 and Hope Creek I would like to have your response by April 4,1986.

DPAS will be asking for your comments on the draft office letter in the near future.

It will then be finalized and issued to all NRR employees.
